The special secretary of Social Security and Labor of the Ministry of Economy, Bruno Bianco, said on Friday (18) that the government has already decided to reopen the appointment of medical experts at the National Institute of Social Security (INSS) and that experts who do not returning to work will have discounts on wages.
“Whoever does not return will be subject to functional legislation. So I don’t see a dead end, it’s as simple as that. The federal medical expert has to work, he will have an agenda, we have already determined the opening of the agenda. It has been open since yesterday. We are already programming in all locations in Brazil that have experience. Those who do not return will unfortunately be missed, ”said the secretary in an interview with GloboNews.
Bianco also said he is not considering bringing the case to justice. “We cannot hire other experts. I am not thinking about the prosecution because I am convinced that they will return. We are finishing the inspections, all filmed,” he said.
For the secretary, federal experts are public servants and doctors, so they are doubly linked to a functional and institutional mission.
“This is an essential career and an exclusive career, it is in the decree of essential activities. The activity must necessarily return. We cannot even hire other external experts, this would not be adequate from a legal point of view, since they are essential and also exclusive, so they must return and cannot go on strike. ”
Bruno Bianco said that he considered the movement of experts as a “political agenda” of an association. “We had more than 50 conversations with this association [ANPM]. We exclude all those over 60 years of age, school-age children, and people with comorbidities. I don’t see it as an impasse. I see it as the political agenda of an association. And I see that we have more than 3,500 servers ready to return, and that they will, ”he said.
The secretary assured that the resumption was not a decision taken “overnight” and it was not decided without dialogue. “All the steps were carried out in conjunction with the category. There is no good will, despite all the good will of the government. Why does the association not get up from its seats and will not carry out inspections themselves, since they have free access to the agencies ”, he questioned.
Bianco also said that many medical experts have other activities, eventually working in hospitals, private clinics or SUS hospitals. “So many times they were even heroes in the fight against Covid, our thanks to them, and now the time has come to return. We have to provide this service. They will have to return ”.
Bianco also stated that, starting next week, all agencies with medical experience will have their hours open. “Some medical experts are already doing it, I have seen that there are reports in Rio de Janeiro, in São Paulo, that the agenda has already been opened and they are conducting expert reports,” he said.
According to him, there will be no loss for those who do not receive care, as the remote service to receive medical reports will continue to be offered. “There is no loss because the remote service continues to work,” he guaranteed.
Bianco affirmed what the president of the INSS, Leonardo Rolim, had already said this week: the scheduling will be done automatically for those who had already scheduled the expert opinion for this week and could not be attended.
“We are working so that there is no harm to the population,” he said.
On Thursday, despite the government’s determination to immediately return to the category, only 5 of the more than 3,000 experts from across the country showed up for work, according to a report by Hour 1.
According to the government, 111 of the 169 agencies that have a medical expertise service can already serve the public.
Skills are needed for workers to be able to receive disability assistance, return to work or obtain disability retirement.
Most of the medical experts did not attend the reopening of the INSS agencies
The day before, the Special Secretariat for Social Welfare and Labor determined the immediate return of the category to work, but the medical experts refuse to resume the service in the agencies, alleging that the locations are inadequate.
The government even threatened to cut the salaries of doctors who do not return. “The unjustified absence implies a reduction in remuneration and can result in a disciplinary administrative process, if the absence is characterized,” said the Special Secretary of Social Security and Labor in a note.
The National Association of Medical Experts (ANMP) responded by saying that it does not fear “threats” and stating that “the presumed determination of immediate return will be ignored”, considering it illegal.
“As long as technical inspections are not carried out in the INSS agencies by the medical expert of the career, there will be no return of face-to-face assistance, due to the high risk of transforming the elderly and sick population that frequents the positions in the target of contamination for the new coronavirus, “he added.
The special secretary of Social Security and Labor of the Ministry of Economy, Bruno Bianco, said on Thursday night (17) that the federal medical experts of the National Institute of Social Security (INSS) carry out an essential activity recognized by decree and, by Therefore, they must return to work. He said there is a possibility of going to court, although not at this time.
INSS reopens branches, but the experience does not start again
INSS agencies continue to fail to conduct medical examinations Thursday, even after the government said the day before that service would resume.
The initial forecast of return was last Monday, but the medical experts affirmed that the agencies were not adequate, and the INSS decided to carry out new inspections to resume the investigations. Understand arm wrestling.
In this Thursday’s note, the government indicated that the inspections carried out this week followed a protocol established in conjunction with the Ministry of Health. “The regional coordinators of the Federal Medical Examination were notified to designate representatives to accompany the inspections, who did not attend any of them.” he added.
The association of experts responded, accusing the INSS of fraud checks and conducting surveys “using lay servants with a commissioned position without adequate legal training.”
“We are defending the right to life of citizens, both ours and that of the insured,” he added.
The reopening of agencies without the expert service caused a wave of queues and complaints throughout the country between Monday and Tuesday, and congestion in the INSS digital and telephone service channels.
According to the INSS, 600,000 people were denied their request for advance notice after the pandemic and are awaiting a new investigation. The new deadline for the appointment of experts, which was, on average, 15 days, was not informed by the municipality.
