The diplomat Carlos Alberto Franco França, current special adviser to President Jair Bolsonaro, was announced as the new chancellor in the place of Ernesto Araújo, who left office on Monday (29). He was promoted to minister (ambassador) first class in 2019, the last position in the diplomatic career.
Born in Goiânia, France, he is 56 years old, has a degree in Law and International Relations from the University of Brasilia and entered the diplomatic service in 1991. Like Araújo, he never held a position abroad. But he served as minister-advisor at the Brazilian Embassy in Bolivia and also served in diplomatic representations in Washington (United States) and Asunción (Paraguay). França is the author of books on the exploitation of the hydroelectric potential of the Madeira River and the relations between Brazil and Bolivia. He was head of the Science and Technology Division of Itamaraty, in Brasilia.
The new chancellor is described by his colleagues as an “executive” and “discreet” person. And above all, he is familiar with power. França worked in Planalto during the governments of Fernando Henrique Cardoso, Dilma Rousseff and Michel Temer, always in the Ceremonial area.
When he was elected chancellor, he overthrew other more experienced names in Brazilian diplomacy, such as the Brazilian ambassador in Paris, Luís Fernando Serra; the Brazilian Ambassador to the United States, Nestor Forster, and Ambassador Maria Nazareth Farani de Azevêdo, current Consul General in New York.
