The payments of the thirteenth salary of the retirees of the National Institute of Social Security (INSS) will be advanced for the second consecutive year. Scheduled for August and December, the government plans to advance the 13th INSS salary between April and June.
The government planned to pay the first installment of the thirteenth salary of INSS retirees and pensioners in February and the second installment in March, however, with the delay in voting on the 2021 Budget, the anticipation was postponed.
Without the approval of the Budget, the measure that anticipates the release of the thirteenth salary is “blocked”, since they make public spending extremely limited. However, next week, Congress promises to vote on Budget 2021.
The Joint Commission for Plans, Public Budgets and Inspection (CMO) has published the calendar for the processing of the 2021 Annual Budget Bill (PLN 28/2020). The final vote in the National Congress is expected to take place on March 24. Thus, the CMO will have less than 50 days to analyze this year’s Budget.
According to the Constitution, this year’s Union Budget should have been approved in December 2020. However, the installation of the CMO was postponed due to a political stalemate.
Possibilities
Once the Budget is approved, it will be easier for the government to start prepayments of the 13th INSS salary. If all goes as expected, the first installment of the thirteenth salary could be released in April and the second installment in May.
Who is entitled to the thirteenth salary of the INSS?
Retirees, pensioners and beneficiaries of assistance due to illness, accident or prison will be entitled to the thirteenth salary of the National Social Security Institute (INSS).
However, anyone who is enrolled in the BPC (Continuous Payment Program) or with monthly income for life will not be entitled to salary number 13 of the INSS.
As is the case every year, the first installment on the 13th is exactly half the monthly benefit amount. And the second, has the income tax discounts, for those who are obliged to pay.
