One of the measures to face the coronavirus pandemic in Brazil was the anticipation of the thirteenth salary of retirees and pensioners of the National Institute of Social Security (INSS), whose payment was made between April and June.
However, without the deposit of the benefit at the end of the year, most of the insured can lose the extra money since, in many cases, they help to support their families.
A Bill (PL) that is in the Senate proposes the payment of a 14th INSS salary, an initiative that would offer financial support to retirees and pensioners affected during the pandemic between the end of 2020 and the beginning of 2021, also helping to heat up the economy. As a result, many beneficiaries await approval of the benefit.
However, according to the Special Secretariat of Social Security and Labor, currently the extra payment it is not under analysis. The bill, which suggests the payment of the 14th salary in the emergency mode, was only sent, but so far it has not been approved by the senators.
Understand the proposal
Now transformed into a bill, the proposal that suggests the creation of the 14th salary for retirees and pensioners was suggested by a lawyer from São Paulo. The measure received the support of the population, gathering more than 20 thousand signatures.
Later, the text was sent to the Commission on Human Rights and Legislative Participation (CDH) and became a bill, of which Senator Paulo Paim (PT-RS) is the rapporteur.
To justify the proposal, Paim says that many policyholders depend on the benefit for their own support and that of the family. With that, the extra value at the end of the year would be financial support for this portion of the population.
Another important point of the project, according to Paim, is that the 14th INSS salary would help to heat up commerce until early 2021. The senator estimates that about R $ 42 billion would be injected into the Brazilian economy with the benefit, which will be would pay only in 2020 due to the pandemic.
Also according to the rapporteur of the proposal, the payment of the 14th emergency salary would be possible thanks to the War Budget, which was approved by the National Congress in May of this year.
Are there chances of approval in 2020?
For the bill to be approved, it is necessary to consider the text in the Federal Senate and the Chamber of Deputies. If the proposal is approved after voting in the parliamentary chambers, it will be referred to the sanction or veto of President Jair Bolsonaro.
However, according to Paim, although the PL is ready to vote in the Senate, there is little chance that the 14th salary will pass this year. “You only have the opportunity to pass if there is a lot of popular pressure. Without pressure, it won’t happen. There is practically only the month of November to vote, ”he said.
The initial proposal provided for the payment of the emergency benefit in 2020. However, according to the rapporteur, the crisis should continue in 2021, despite the signs of economic recovery in Brazil. Therefore, one possibility would be to postpone the measure until next year.
“The economic crisis is not going to end in December. It will continue next year. If you don’t approve it now, it can be approved next year, ”said the senator.
