Brazilians affected by the COVID-19 crisis have been waiting for weeks to decide what the new emergency aid will look like and when it will be paid. Today the Senate approved the Emergency PEC (Proposed Amendment to the Constitution), which authorizes the recreation of the benefit, in addition to containing measures to control public spending.
But there are still several steps to get the money to reach the pockets of those in need. See below.
Has the aid already been approved?
After passing through the Senate, the bill authorizing the payment of up to R $ 44 billion through the new emergency aid was sent to the Chamber of Deputies. As it is a PEC, it has yet to be voted on in two rounds by the House.
If the proposal is approved by deputies without changes, it must be enacted by Congress. If the text is changed, you will need to return to the Senate for a new vote.
When will the aid be paid?
There is no date yet. After the enactment of the PEC by Congress, the government will still have to issue an MP (Provisional Measure) that will determine the schedule and other details, such as the amount of the benefit, the criteria to be entitled to it, and the number of installments. to be paid.
The government says it wants to start paying in March.
What will be the value of the new emergency aid?
It is not defined. According to the proposal under discussion, the amount this year should be 250, below the amounts paid last year. In 2020, the government began to pay installments of 600, which were later reduced to R $ 300.
The government is also studying the payment of variable amounts. For beneficiaries who do not have children or dependents, the economic team advocates lower fees, with values of R $ 125, R $ 150 or R $ 175. The level of R $ 150 is currently the most likely.
In the case of female heads of household, the payment can be R $ 375 per month. The amount would be 50% higher than the standard benefit.
How many installments will be paid?
Not yet known. The government defends the payment of four installments, between March and June.
Who will have the right?
Minister Paulo Guedes has already said that he intends to serve a much smaller number of people compared to last year. About 68 million received the aid in 2020. Now, there would be as many as 40 million.
There is still no information on the criteria for accessing the new grants.
