A report from the Civil Police says that the March call was answered by the delegate who at that time was carrying out a search warrant and seizure at the home of Rafael Alves. In the video, the delegate greets the interlocutor saying “Good morning, mayor” and says that it is an operation of the Public Ministry and the Civil Police. The connection disconnects in a few seconds. Another person accompanying the operation asks the delegate if he has identified himself.

On Thursday (10), another stage of the operation was at the Rio City Hall, at the home of the mayor, Marcelo Crivella (Republicans), and at the City Palace, where he dispatches. Agents seized a mayor’s cell phone. Another 17 people were attacked.

Rafael Alves is brother of the former president of Riotur Marcelo Alves. Although he did not hold a position in the municipal administration, Rafael Alves was cited in the deliberations as the person responsible for collecting the bribes from the businessmen who wanted to receive the arrears of the City Council.

According to the report, to which GloboNews had access, that day the search of Rafael Alves’ house began at 6 in the morning. The businessman slept in the master suite, with the door closed. After being ordered to open the door, he hesitated for a few seconds, “long enough to hide some relevant object.” Then he allowed the police to enter.

The document, signed by delegate Clemente Braune, from the Directorate of Investigation with Agents of the Civil Police of Rio de Janeiro (Ciaf), also says that the team found a cell phone belonging to Rafael Alves hidden under a pile of clothes.

While the search was still in progress, at 7:32 am, the cell phone began to ring in the hands of the deputy himself. The device was in airplane mode, which does not allow to receive phone calls, but it was connected to the Wi-Fi network of the house, which allows the connection to the Internet and applications to exchange messages and voice calls.

The report indicates that the identification of the caller appeared on the mobile screen: “Mayor Crivella Novo 2”.

The delegate responded to the call and identified the voice of the interlocutor as that of Mayor Marcelo Crivella, who said: “Hello, good morning Rafael. Do you have a search and a seizure in Riotur? You know? “.

That morning, the Civil Police and the Public Ministry of Rio carried out 17 search and seizure warrants in various places, including the City of Arts, the headquarters of Riotur, the Municipal Tourism Company.

In the document, the delegate affirms that after about 30 seconds, when he realized that it was not Rafael Alves who had answered the call, Mayor Marcelo Crivella hung up the call.

The delegate concluded the report saying that “the form of treatment, the time of the call and the subject in question clearly demonstrate the relationship of proximity and trust between Mayor Crivella and the investigated Rafael Alves.”
