Municipalities of 12 coastal cities in Saint Paul decided not to comply with the determination of the state government that temporarily placed all municipalities in the state in the red phase of the São Paulo Traffic News to stop the spread of coronavirus contamination. The weekend began with a great tourist activity and crowded beaches. Cities say they have stepped up enforcement of the protocols.
Among the cities that will maintain the yellow phase are the nine municipalities of Baixada Santista (Bertioga, Cubatão, Guarujá, Itanhaém, Mongaguá, Peruíbe, Praia Grande, Santos, São Vicente), Caraguatatuba, Ubatuba and São Sebastião, on the north coast. In addition to these, Mogi das Cruzes and Cotia, in Greater São Paulo, and Bauru, in the interior, also decided not to restrict measures against covid-19.
The government’s guidance was for the red phase to go into effect between December 25 and 27 and between January 1 and 3. Management João Doria (PSDB) said at that time that it expected respect for the guidance of the municipalities and would dialogue and notify the cities that did not comply with the determinations.
“Holidays are good, people are on the beach. The pandemic was assured, but the crowd wants to enjoy it. I think tourists come before December 31st and January 1st as there will be restrictions. I noticed that for a Christmas vacation the circulation of people is greater, there are many people who seek to do physical activity “, said the owner of the Surf and Stand-Up Paddle School, Neno Matos, who works in Playa de Asturias, in Guaruja.
“The decision of the State was notified with very little notice. Most of the merchants had already sourced and hired additional labor for the period. If we follow the decree, we would cause losses and unemployment. We are vigilant, if necessary we will adopt restrictive measures ”, said the mayor of Caraguatatuba, Aguilar Junior (MDB).
For the president of the Union of Hotels, Bars and Restaurants of Baixada Santista and Vale do Ribeira, Heitor González, the lack of communication during the change of region to the yellow phase harmed merchants. “There were many communication errors by some cities on the coast, which caused great confusion in the market. It was not clear what he could and couldn’t. First, I was not able to rent properties, hotel reservations that had been made were kept, but new ones could not be made. So I couldn’t put a table and chair on the beach, so I could, ”he said. “It is one of the worst Christmas holidays in years. Today we are working with 45% of the capacity ”, explained the president.
Despite the forecast, the weekend, which began with the Christmas holidays, fueled the movement in the markets, with queues. In the north coast trade, the flow was also large, requiring patience on the part of tourists.
Cities say they have stepped up enforcement and are preparing measures to try to stop the movement in the region. Baixada Santista will close access to the beaches on December 31 and January 1, the turn of the year, as a way to avoid an increase in tourists and crowds during the pandemic.
The municipalities of the cities of Baixada Santista plan sanitary barriers to prevent the entry of vans, buses and tourism minibuses that do not have prior authorization from the Ministry of Tourism, on the 31st, from 10 a.m. to 6 p.m. Access to other vehicles is normally allowed.
The city of São Sebastião reported that since yesterday it has maintained blockades at the borders of the municipality and sanitary inspections. The city of Ubatuba reported that there is no forecast for the closure of the beaches. / COLLABORATED BY SALIM BURIHAN AND LUCAS MELO, SPECIAL FOR THE STADIUM
