It is false that the Superior Electoral Court (TSE) has contracted a “third party cloud service” to perform the sum of votes in the elections 2020. In fact, TSE hired two physical supercomputers, which are located in a secure room.
This false claim was shared at least 3,300 times on Facebook and was also posted by readers on WhatsApp. State checks, (11) 97683-7490.
The rumor says that the supercomputer hired by the Court would not be a physical equipment, but a “outsourced cloud service.” The email also states that this would be proof of election fraud, since the TSE “would not have control over this supercomputer or its operation. Who controls it is a foreign contractor, Oracle ”.
In a statement, TSE said it had contracted a service from Oracle, called Cloud at Costumer. The contract provides for the transfer, for four years, of two computers, one main and one redundant, for use in the event of breakdowns. The names of the servers are Exadata X8 Full Rack, with eight compute nodes, and Exadata X8 Half Rack, with four compute nodes.
Also according to the Court itself, the Oracle company also offers database software and provides support and product update services, but notes that “the TSE team controls the team.”
Contract without tender
Viral posts on the supercomputer also cite the fact that the service was contracted without a tender. This is true, but the information lacks context. The contract was signed in accordance with the Tender Law (8,666 / 1993), which dispenses with the requirement of competence when “competition is not viable” (down). According to TSE, Oracle do Brasil Sistemas Ltda. Has a certificate issued by the Brazilian Association of Software Companies (ABES) to have exclusivity for the sale of contracted services.
