The Amapá Regional Electoral Tribunal (TRE-AP) chose the new date for the first round of municipal elections in Macapá on December 13. The second shift, if any, can take place on December 27. The dates have yet to be evaluated by the Superior Electoral Tribunal (TSE).

The election of the new calendar took place on Friday night (13), during an administrative session, after the president of the institution received security guarantees and the restoration of power in the city. The regional electoral prosecutor Joaquim Cabral agreed with the dates set.

The other 15 municipalities of Amapá must carry out the first round scheduled for this Sunday (15); Companhia de Eletricidade do Amapá (CEA) guaranteed the total supply of energy. Only 3 cities, with isolated systems, were not affected by the blackout that has hit the state since last week.

“The Regional Electoral Court of the State of Amapá, in administrative session, unanimously, decided to designate December 13 for the 1st round and December 27 for the 2nd round, if any. Electoral Superior ”, proclaimed at the end of the session the superior judge of TRE-AP, Rommel Araújo.

The president of the TSE, Minister Luís Roberto Barroso, determined the postponement of the election in Macapá on Thursday (12), in response to a request from TRE-AP, which alleges reflections of the restrictions on the supply of energy in the state, such as the lack of security.

This Friday, 11 days after the blackout, the electricity supply in Amapá has not yet been normalized. The population has lived with a rotation scheme, in which access to energy is guaranteed only for part of the day.

Araújo said he had a meeting with the state government on Friday morning, where security was guaranteed during the electoral election.

TRE-AP argued that the postponement should occur “until the regular restoration of electricity” in Macapá.

The request did not refer to the other municipalities of the state because TRE-AP considered that in other localities “the security situation of the voter can be kept under control, with the security apparatus currently available.”

The president of the TSE also determined that “measures should be taken to exclude the loading of the ballot boxes throughout the municipality, in order to prevent them from going into operation” next Sunday.

In his vote, Minister Luís Barroso reiterated that there is a situation of recognized public calamity in Macapá.

“I realized that there was consensus on the risks of holding the elections this Sunday, due to the instability in the electricity supply, the level of crime and even signs of social unrest,” he said.
