According to the delegate’s interlocutors, the expectation is that, initially, it will change the leadership of the FP in Brasilia, today occupied by people with extreme confidence from its predecessor Maurício Valeixo, such as the executive director Disney Rosseti and the director of investigation and fight against organized crime Igor Romário de Paula, who worked at Lava-Jato in Curitiba.

But Ramage should avoid promoting a general change in the FP superintendencies in the United States, because that would provoke resistance in the FP and feed the feeling of distrust that circulates among the members of the corporation at this time. This change can take place at a second time, when the new CEO becomes stronger in the position.

A member of a younger generation in the PF, who joined the corporation in 2005, there is an expectation that Ramage will also seek younger colleagues to compose the PF’s top management positions, breaking the tradition that was respected in the Federal Police. This fact displeases delegates with a longer run, who point out that it is not appropriate to have a “meteoric run” within the PF and reach the top as quickly, as would happen with Ramage and his team. The predecessor Valeixo, for example, was 23 years old within the corporation.

Precisely because of this younger generation, Ramage was not viewed internally as a delegate with enough experience to run for the CEO. His appointment is attributed to the good relationship built with Bolsonaro and the president’s children, and also because he was the coordinator of his security in the 2018 electoral campaign and for his performance in the leadership of the Brazilian Intelligence Agency (Abin).
After statements by former Justice Minister Sergio Moro that Bolsonaro wanted to change the PF command because he was concerned about the ongoing investigations in the Supreme Federal Court and because he wanted to have access to the corporation’s intelligence information, the PF began to suspect the appointment of any delegate who had a closer relationship with the president.
On Saturday, Ramage met Bolsonaro at the Alvorada Palace to discuss the nomination. Since Friday, the delegate has received private expressions of support from friends within the FP. Discreetly, Ramage has been grateful for the protests, but merely says he is waiting for his appointment to be made official so he can speak on the matter.

When he joined the PF in 2005, Ramage began working in Roraima and worked to combat illicit drug trafficking and others. In 2011, he was appointed head of the Unit for the Suppression of Crimes against the Person in Brasilia. In this role, he worked with PF operations to combat death squads. In 2015, he was appointed to coordinate, in the State of Amazonas, the Sensitive Investigations Group to Suppress the Illicit Traffic in Narcotics, working to combat drug trafficking and criminal factions.
In 2017, he joined the Lava-Jato do Rio PF team and acted in the investigations of the state deputies suspected of corruption, in the operation that became known as Furna da Onça, which resulted in the preventive arrest of ten parliamentarians.
