During the period, the TSE received 1,037 complaints related to conduct considered “inauthentic” in the application, but 17 were discarded because they were not linked to the electoral process.
In total, 720 unique and valid accounts were reported on the social network. Of these, 256 ended up banned (35%).
The balance is the result of a partnership between the TSE and WhatsApp, which created a channel to report on alleged accounts of mass shootings in order to combat misinformation during the municipal elections this year.
TSE partners with social networks to avoid mass mailings
“It must be said that until now – less than 20 days before the elections – we understand that the situation of disinformation related to the electoral process is under control,” said the general secretary of the TSE, Aline Osório.
According to the secretary, in addition to a specific channel for reporting suspicious accounts of mass shootings, the association created a free ‘chatbot’ (computer program that simulates a conversation with a person) on WhatsApp, in order to help with circulation of information. voters.
According to the Director of Public Policy for WhatsApp, Dario Durigan, the application does not analyze content, only behavior, whether abusive or not.
He explained that WhatsApp’s encryption prevents an analysis of the content of the messages. According to the director, those responsible for the numbers are also not identified.
“WhatsApp’s focus in partnering with TSE is to identify abusive behavior, suspicious accounts of mass shootings, from a standard point of view. There is no access to content within this association. On the other hand, accounts are banned by numbers. At this first moment, there is no identification of who is responsible for these numbers, “he said.

The WhatsApp director also said that in September alone, the app banned 100,000 accounts for its integrity system. This number also includes complaints not related to the electoral period.
“For the month of September, 100,000 WhatsApp accounts were banned in Brazil by this integrity system that looks at the platform as a whole. They are not necessarily electoral content,” Durigan said.
