Initially, the bill provided for a monthly aid of R $ 100 to be paid for three months, to reduce the impacts of the pandemic. However, according to the Municipal Secretariat for Social Assistance and Development, the benefit for October, November and December will be paid in a single installment of R $ 300.

Families in a vulnerable situation registered in the Bolsa Família Program until September 2020 have the right to Basic Income, in addition to families of street workers in informal commerce who have a valid Term of Use Permit (TPU) or who are registered in the “Tô Legal!” town hall.

According to municipal management, no need to register or open an account to receive the benefit.

The person responsible for having a Caixa account will receive the benefit in that account. For those who do not have a Caixa account, a Digital Social Savings Account will be opened. In this case, it is possible to receive the benefit through the “Caixa Tem” application on a cell phone with Internet access.

Those who do not have internet can pick up at a Caixa office, with a valid ID with a photograph, according to the calendar.

The municipal Basic Income project, which allocates R $ 100 per month to the city’s low-income residents, was approved by the City Council in October of this year.

It had been proposed in 2016 by then-mayor Fernando Haddad (PT), but was modified in 2020 by a collective amendment by councilors with adaptations that linked the purpose of the measure to reducing the impacts caused by the coronavirus pandemic.

The mayor of São Paulo, Bruno Covas (PSDB), even said during the re-election campaign agenda that he would sanction the law so that the benefit would be paid in October (seven months after the start of the pandemic). However, the toucan only sanctioned the measure in November and without a deadline for the release of the funds.

Questioned at that time about the delay in the sanction, Covas said that the payment of the benefit at the end of the year made sense because it would serve as a complement to the Emergency Aid from the Federal Government, which had its value reduced from R $ 600 to R $ 300 .

Four days before the voting for the second round, the mayor announced, also in a campaign commitment, that he reached an agreement with Caixa to release the funds in the first week of January. Although Covas at the time denied that the ad was for electoral purposes, Covas used Basic Income in his second-round television advertising.

Several candidates made proposals for basic income and emergency aid in the first round of elections in the City of São Paulo this year.
