The Minister of the Federal Supreme Court (STF), Alexandre de Moraes, authorized the opening of an investigation by the Federal Public Ministry (MPF) with the aim of determining responsibilities for the organization of acts against democracy. The request was made by the Attorney General, Augusto Aras, after the demonstrations on Sunday (19), in which members of the extreme right requested military intervention and the closure of the legislative and judicial powers. President Jair Bolsonaro supported the events and even spoke during the demonstration held in Brasilia.
The case will be run confidentially. In his decision, Alexandre de Moraes classified the events as extremely serious.
Aras’ gesture, however, is not intended to identify the responsibility of the president, to whom he is close. But to determine who supported the organization of the events, they may have violated the National Security Law.
According to the office of Alexandre de Moraes, the Constitution does not allow incitement to take actions that violate the constitutional order and the democratic State, against the constitutional clauses of stone: direct, secret, universal and periodic voting; separation of powers and fundamental rights and guarantees – against the autonomy of powers.
Bases of fascism.
For political scientist Vitor Marchetti, President Jair Bolsonaro is not in danger before the Federal Public Ministry. “I think it is highly unlikely that these actions will prosper in the MPF,” says the professor at ABC Federal University.
In an interview with Rádio Brasil Atual, Marchetti points out that the attorney general was not named on the merits, the democratic choice of the prosecutors’ career or republican principles, but because of his affinity with Bolsonaro.
The political scientist recalls that the President has long committed acts that can be classified as a crime of responsibility and other types of crimes. Acts that would justify the opening of the impeachment process and have even provoked more incisive actions by the MPF.
Bolsonaro, who has the tactic of saying and doing absurd things and then pretending to be misunderstood, remembers Marchetti, abused his “standard” and went beyond limits. But institutions like the MPF should not be expected to hold back the President of the Republic. For the UFABC professor, this is the task of movements, democratic entities, progressive parties, organized civil society. “It is necessary to think of ways to build an agreement in Brazilian society that stops Bolsonaro and produces the political conditions for his impediment.”
According to the analyst, Bolsonarism presupposes a country in which there are no republican institutions worthy of preservation. “The only figure that remains is the figure of the president. As if he was anointed by some kind of holy spirit, that would put him in an untouchable position. This is the basis of fascism, “he explains.
Northeast Governors
Marchetti cautions that if Bolsonaro is not hampered, that base he invests in tends to grow. “This base, lit by the President of the Republic, tends to strengthen and create political conditions for the collapse of the institutions.”
He points out that Brazilian society faces a “dilemma”, admitting the difficulty of articulating a process of impeachment, whose eventual failure will strengthen Bolsonaro. “He will victimize and feed the discourse of his fascist base. But doing nothing will naturalize these fascist acts and what remains of the institutions will languish even more, “he warns. “And the conditions will be established for an authoritarian regime, for a complete breakdown of democracy.”
For the political scientist, the left needs to return to the game, because fascism is at the heart of the country. And he cites as an example a “very important front” of the democratic field: the federative agreement articulated by the governors of the northeast.
