The internal division in the DEM can give the victory to Arthur Lira in the Chamber

Deputy Elmar Nascimento (DEM-BA), who was the leader of the acronym in 2019, leads a movement of dissatisfied people within the party that promises to break with the bloc supported by the president of the Chamber, Rodrigo Maia (DEM-RJ), in the election of the House. . Formal support from left-wing parties – especially the PT – for Maia’s political group was not well received by the anti-PT wing of the DEM, which has 14 congressmen and may reach 17 deputies.

The DEM bank has a pre-agreement to return the deputy Efraim Filho (DEM-PB) to the party leadership. The problem is that, by signing the letter that formalizes the composition with the PT and other parties that support the name chosen by Maia, the leader of the party restricted half of his seat, which has 28 deputies. Since signing, Nascimento has started a movement to pressure Efraim to step back and align himself with the centrão leader, Arthur Lira (PP-AL), who is supported by President Jair Bolsonaro.

Deputies and interlocutors of the DEM heard by the People’s Gazette Explain, however, that the movement led by Elmar Nascimento is not necessarily one of unconditional support for Lira in the race for the presidency. But yes, a pragmatic gesture to prevent the party from associating with the PT.

“We do not want to be seen as parliamentarians aligned with the PT. It is inconsistent with the party’s own history. [a legenda fez oposição aos governos Lula e Dilma]. Enter to be on Arthur’s block [Lira]Although he is listed as a ‘government candidate’, and between transforming the DEM into a left-wing party, I am left with the government bloc, ”says a demista.

In order for the pre-agreement to be carried out prior to the renewal of Efraim, it is necessary that the act that would give the agreement be signed, but not yet. In other words, the movement led by Nascimento aims to pressure him to accept the dissident half. “If Efraim does not put the votes on the table and agrees to withdraw the party from the bloc [do agora definido candidato emedebista Baleia Rossi], their leadership renewal will not take place and we will elect a new leader ”, explains a deputy.

Who are the deputies who can divide the DEM?

The movement sewn by Nascimento has the vote of him and 13 other deputies. THE People’s Gazette found that this wing is composed, in total, by the following deputies:

  • Alan Rick (AC)
  • Arthur Maia (BA)
  • Carlos Henrique Gaguim (TO)
  • David Soares (SP)
  • Dr. Zacharias Calil (GO)
  • Elmar Nascimento (BA)
  • Hélio Leite (PA)
  • Igor Kannário (BA)
  • José Mário Schreiner (GO)
  • Juninho do Pneu (RJ)
  • Su Lomanto Jr. (BA)
  • Luis Miranda (DF)
  • Paulo Azi (BA)
  • Pedro Lupion (PR)

Each deputy has a reason to support the disruptive movement. One of them is the support of the party’s own national president, ACM Neto, who has a great influence on the party’s “sub-bank” in Bahia. That is, in addition to Nascimento -who, by himself, already has a significant prestige with his compatriots of the acronyms-, Kannário, Leur Jr., Paulo Azi and Arthur Maia join.

ACM Neto is not the only one that has influence over a ‘state subbank’. It is also said that the Goiás governor, Ronaldo Caiado (DEM), also has party deputies in Goiás. Therefore, they say that Zackarias (GO) and Schreiner (GO) would support Nascimento not because of his leadership in this movement, but because of Caiado, an ally of the federal government.

The party’s evangelical parliamentarians also tend to follow Nascimento and, indirectly, Deputy Marcos Pereira (Republicans-SP), first vice president of the Chamber and national president of his party. Pereira tried to make his candidacy viable with the support of the Evangelical Parliamentary Front (FPE), but decided to support Lira. Therefore, the movement is said to be supported by evangelicals Alan Rick (AC), Soares (SP) and Miranda (DF).

The remaining four votes would come from Julinho do Pneu (RJ) and Hélio Leite (PA), both closely aligned with Nascimento, and from Lupion (PR), deputy leader of the government in Congress, and Gaguim (TO), former deputy. leader of the government in the Chamber. In addition to these 13 votes, Nascimento still hopes to have three other party deputies: Kim Kataguiri (SP), Norma Ayub (ES) and Sóstenes Cavalcante (RJ).

All three votes are uncertain, but Nascimento believes he will be able to get them. It is reported in the caption that Deputy Norma has not been treated, despite her “exemplary work,” says a party interlocutor. “It was hardly seen in the management of Maia. Elmar, on the other hand, promises to take care of those who go with him ”, reinforces a parliamentarian.

Kataguiri is singled out as someone who “owes a lot” to Nascimento during his 2019 leadership year. “Kim was honored by Elmar in some situations,” says a demista. Finally, Sosthenes, although an ally of Rodrigo Maia for the first time, has its entire base made up of evangelicals. “It would be totally inconsistent for him to stay with the PT. What would you say to your voters in 2022? ”Asks the source.

Understand internal dissatisfaction behind the scenes at the DEM

The movement built by Elmar Nascimento is the result of alleged betrayals. Since Rodrigo Maia’s victory in the presidential race in 2019, there has been an agreement for the demista to support Lira in 2021. As the Centrão leader decided to join forces with the government, also because he did not feel that Maia would fulfill the commitment, the the mayor reached an agreement with the leadership of the DEM and the BMD that, in next year’s elections, each party would assume the presidency of one of the chambers of Congress.

Thus, the agreement between Maia and the national president of the MDB, Baleia Rossi, was for the president of the Senate, Davi Alcolumbre (DEM-AP), to receive the support of the MDB for re-election. In return, Maia was expected to go up to the House floor and formally announce that she would not be a candidate for reelection. This would have a political weight, since lying on the podium is considered a crime subject to loss of mandate.

The public formalization of any attempt by Maia to stand for reelection would thus be interpreted in politics and even by the ministers of the Federal Supreme Court (STF) as a significant gesture. If the mayor had made this gesture, the bet is that the Supreme Court would have found a way to interpret the Constitution to make the re-election of Alcolumbre possible. That is not what happened.

By majority, the STF rejected the possibility of reelection of both Chambers, in a decision that was interpreted within the DEM as a betrayal of Maia to Alcolumbre. “Davi would have obtained a majority in the Supreme Court if Maia had said that he would not be a candidate. This was the climate among the ministers, to let Alcolumbre be re-elected, since, unlike Maia, he had not yet been re-elected ”, says a nefarious one.

The impossibility of reelection, however, is treated as one of Maia’s betrayals within the party. When Alcolumbre withdrew his candidacy, the MDB began to move to launch a candidacy, as demonstrated People’s Gazette. This opened the door for Elmar Nascimento to become viable for the contest as a DEM candidate in the House. “Elmar and Marcos Pereira looked for Maia to receive her support. He told them: ‘speak to the left. If she supports you, I support you. ‘ Elmar got 120 votes, but Maia betrayed them, “says a deputy, referring to the” expected support for Rossi Whale. “

Within a group of DEMs on WhatsApp, Nascimento came to vent. He confirmed to have received the support of left-wing parties, as anticipated People’s Gazetteand, veiled, he called Maia a traitor. “In the presence of ACM Neto, the sympathy of the PT, the PCdoB and the [Carlos] Lupi, president of PDT, saying that I would be the best option. In PSB, I had the defense of eight brave friends and the explanation of the leader [Alessandro] Molon who thought I was an excellent match, “says the demista.

“Despite all this, my name has been ‘strangely’ relegated. I was inexplicably betrayed by who I considered my best friend. Who did he trust the most. Who did he believe the most. The one who always followed blindly in everything “, criticized Nascimento. However, the parliamentarian’s allies justify, however, that there is no inconsistency with the current position of internal rupture of the DEM due to the presence of left-wing parties in the bloc.

One thing, justifies a deputy, is to speak with the left to win the aforementioned sympathy of Nascimento. Another is to form a formal bloc with the opposition parties. “It’s one thing for me to find the leaders and ask them if I would have their vote. Another thing is that the PT becomes the headliner, because it was the first party to close the deal with Maia, “explains the parliamentarian.

The lower clergy turned into a bet by Elmar and Arthur Lira

The breakout movement of the DEM is meticulously studied by Elmar Nascimento. After all, Senator Rodrigo Pacheco (DEM-MG) tries to make his candidacy for the Senate viable – with the support of Alcolumbre – especially after Rossi was announced as the candidate supported by Maia. In other words, a sign that the DEM will boycott the Emedebista candidate in the House may withdraw the MDB’s support for Pacheco.

Nascimento’s articulation is, of course, supported by Lira. The two had been fighting since the demista launched his candidacy. Now, without the support of Maia, both reopened the dialogue. Among them, the analysis is that a division of the DEM may even encourage MPs from the MDB itself to break with the party’s orientation and vote for Lira.

Both Lira and Nascimento understand that they have ample space to travel, especially with parliamentarians from the so-called “low clergy”, basically made up of first-term parliamentarians and / or without great representation and prominence in the Chamber. One of the deputies mentioned by them is Luís Miranda (DEM-DF). On Monday, the demist used the floor of the plenary to charge for a candidate who “represents” and “seeks the consensus of the lower clergy.”

Shortly after Miranda’s speech, Lira called him to the PP leadership, where they talked behind closed doors, according to sources heard by the report. That same day, after meeting with the Centrão leader, Miranda visited Nascimento at his residence in Brasilia. Behind the scenes, it is said that, as president of the Mixed Parliamentary Front for Tax Reform and vice president of the evangelical bank, the demoist can help influence other parliamentarians from the lower clergy.
