The Chamber of Internal Affairs of the Chamber of Deputies did not find Federal Deputy Flordelis (PSD-RJ) in two attempts to notify the opening of an investigation process that may culminate with the termination of her mandate.
Flordelis was denounced as responsible for the death of her husband, Pastor Anderson do Carmo. Five of her children, in addition to her granddaughter, were arrested on the 24th, in an operation coordinated by the Rio de Janeiro Public Ministry and the Civil Police. Because you have parliamentary immunity, you cannot be arrested, unless you are committing a heinous crime. In total, 11 people were reported for the crime.
The first attempt was made yesterday in the office of the deputy in the Chamber. The second took place today in his functional department in Brasilia, informed the inspector of the House, deputy Paulo Bengston (PTB-BA). Both in vain. Only she can sign the notice in person.
A third notification attempt must be made at the deputy address in Rio de Janeiro provided by the Chamber itself, Bengston said. If Flordelis is not found again, a statement about the process will be published in the Official Gazette of the Federation.
Wanted for the report, Flordelis’s publicist said that he will be notified next Tuesday (8) and that he will go to the Department of Internal Affairs to find out the situation. According to the press office, Flordelis is in Rio de Janeiro today.
Process
The process reached the Department of Internal Affairs referred by the Board of Directors of the Chamber. The members of the Chamber’s leadership also signed a draft resolution for the reopening of the Ethics Council, among other commissions, with the aim of analyzing the process in the collegiate.
In internal affairs, the deputy will have five working days to present his defense, extendable for the same period. The agency will then have 45 business days to present an opinion.
If it indicates the continuity of the process, a representation already presented by a parliamentarian will be referred to the Ethics Council by the Bureau. Most likely, the revocation request made by the deputy Léo Motta (PSL-MG) will be used.
The expectation is that the Ethics Council can work remotely or partially in person. The draft resolution to reopen the collegiate body will be voted on by the plenary. The consensus is that parliamentarians will approve the measure.
In the Ethics Council, the Flordelis case should be the first to be analyzed due to its seriousness, although there are eight other cases pending to be discussed, still in 2019.
The report found that Ethics Council employees were trained to work through remote meetings. Even if the collegiate vote for the eventual impeachment of Flordelis, the decision to lose the mandate must be ratified by the full House.
