The governors met this Monday (8) with the Minister of Health, Eduardo Pazuello, in Rio de Janeiro, to try to sign a national pact to combat the worst moment of the Covid-19 pandemic in the country. The group – led by the governor of Piauí, Wellington Dias (PT), and made up of 22 heads of state executives – maintains that the pact must include the participation of Congress and the federal government for the adoption of joint policies against the coronavirus -among that, measures that restrict the movement of people. But President Jair Bolsonaro ruled out the possibility of joining the pact and said he would not enact a blockade in the country.

Among the proposals presented by the governors, there are restrictions on the opening of trade and the movement of people, in addition to greater agility in the National Immunization Plan against Covid-19 to try to reduce infections. The objective is to face the worst moment of the pandemic in the country, which has been registering pollution and death records, in addition to the lack of ICUs in the states to care for the most serious patients.

In an interview with Globo News, Wellington Dias, representative of the Governors’ Forum, affirmed that the group’s objective is to articulate the support of restrictive measures throughout the national territory.

According to him, the transmissibility of the virus needs to be cut at the national level and the ideal is to follow the models applied in other countries, with the central power at the forefront of actions. “The United States did not [medidas restritivas nacionais] at the time of Trump, but they are doing it now with Joe Biden, “Dias said.

According to him, the proposal is endorsed by 22 governors, including Bolsonaro’s allies, such as the governor of Goiás, Ronaldo Caiado; from Rio de Janeiro, Cláudio Castro; and from Paraná, Ratinho Jr.

Only the governors of Acre, Mato Grosso do Sul, Rondônia, Roraima and Tocantins have not yet joined the pact. Asked about the few governors who did not sign the pact, Dias was incisive in stating that these states must reach critical situations very soon. “Who has not yet collapsed, will.”

The leader of the Governors’ Forum also guaranteed that the restrictive measures advocated by the group are a life-long pact. At least half of the federative units in Brazil are already applying more severe restrictions, such as curfews, the closure of non-essential services and the interruption of face-to-face classes. But the group of governors considers that this is still not enough.

Bolsonaro rules out restrictive measures: “I will not decree”

There has yet been no reaction from the group of governors to Bolsonaro’s refusal to adopt restrictive measures throughout the country. But in theory, states can establish these measures independently of the federal government, as the Federal Supreme Court (STF) has given governors and mayors the ability to adopt their own measures to combat the coronavirus.

The national pact against the pandemic also aims to try to articulate with the federal government and Congress a “permit” so that states and municipalities can make the direct purchase of vaccines, without interference from the Union.

The purchase of vaccines by states and municipalities has met with resistance in the Plateau, but was recently authorized by the Federal Supreme Court (STF). The Court’s understanding is that states and municipalities can purchase and distribute vaccines if the Ministry of Health does not comply or does not comply with the National Immunization Plan (PNI) or in case the coverage planned by the portfolio is not sufficient.

The governor of Piauí also criticized the “slowness” of the authorization process of the National Health Surveillance Agency (Anvisa) for the approval of vaccines in Brazil. He cited the case of the Russian Sputnik V vaccine, which is already used in several countries and is not yet authorized in Brazil.

Recently, the Ministry of Health had to change the schedule for sending vaccines to the states again in March, as the government of India has been making it difficult to export raw materials to vaccinate the population first.

Wellington Dias also affirmed that the governors’ forum intends to dialogue with international organizations and governments to try to accelerate the vaccination process in Brazil, including the United States. “The World Health Organization (WHO) and the whole world see Brazil as the center of the pandemic and the place of risk.
