With the expansion of emergency help By December, 27 million Brazilians enrolled in the program and who do not participate in Bolsa Família (informal and self-employed workers, MEI and unemployed) will begin to receive additional fees of R $ 300, according to the Ministry of Citizenship.
In total, about 48 million beneficiaries who registered through the website or application and are not part of the government’s social program currently receive payments of R $ 600. This indicates that only 56.25% of those approved continue to be eligible to receive the benefit in this new stage.
As payments must be completed before December 31, 2020, when the decree that established the state of public calamity due to the pandemic expires, not all beneficiaries will receive the four additional installments, as many began receiving them late.
Therefore, only those who received the first deposit of R $ 600 in April, and therefore already received the five installments of this amount, will be entitled to four additional payments. On the other hand, those who started receiving in July will receive only a part of R $ 300.
Due to the extra payments, it was necessary to change the official calendar of cycle 03. The new schedule, which establishes the payment dates of the R $ 300 aid fees for those enrolled in the program who are not from Bolsa Família, was released by the federal government at the end of September.
According to a statement published by the Ministry of Citizenship, the government will invest more than R $ 9 billion in emergency aid payments. The additional payment schedule will follow the same model as before, that is, according to the month of birth of the beneficiaries, with deposit of the amount in the existing digital savings.
It is worth mentioning that it is not necessary to register again to receive the additional fees. The beneficiaries that continue to be eligible, according to the new requirements, will automatically receive payments of R $ 300.
New rules
For the new payment stage, the Federal Government has established stricter rules for receiving emergency aid. The age and income requirements were maintained, that is, the beneficiary must be at least 18 years old, except in the case of teenage mothers, and the per capita income must be up to half the minimum wage and the family income up to three wages minima.
Among the changes, there is the Income Tax criterion, which in a first stage considered what was declared in the base year 2018, and now it becomes that of 2019. In addition, people who have begun to receive aid or security benefits social or those who have also been successful are no longer eligible for emergency assistance.
Check below in which situations the beneficiary will not be able to receive the additional fees of R $ 300:
- Who got a formal job (formal contract) after receiving emergency help;
- Those who started receiving social assistance and social security benefits, unemployment insurance or government cash transfer programs, with the exception of Bolsa Família, after receiving emergency aid;
- Those who have a monthly per capita family income higher than half the minimum wage (R $ 522.50) and a total of more than three minimum wages (R $ 3,135.00);
- That they had possession or ownership of goods or rights valued at more than R $ 300 thousand until December 31, 2019;
- Those who declared taxable income higher than R $ 28,559.70 in 2019;
- Those who received exempt, non-taxable or taxed income exclusively at source, with a value greater than R $ 40 thousand in 2019;
- Who was included as a dependent of a taxpayer, in any of the three cases mentioned above, as a spouse, partner, son or stepson under 21 years old or under 24 years old enrolled in higher or secondary education;
- Brazilians residing abroad;
- Inmates who are in a closed regime;
- Beneficiaries who have a death certificate in the Federal Government databases.
