RIO – Payment of R $ 600 emergency aid informal conversations start this Thursday as schedule published by ATM Federal Economic Commission. The expectation is that at least 10 million people will start receiving the benefit today. Those who are not in CadÚnico and had to make the self-declaration through the application or the Caixa website, start receiving next week.

The Caixa application “Auxílio Emergencial” has already received 28 million informal registrations that are outside the Registry, between Tuesday and Wednesday. The data was sent to Dataprev, which will assign who is entitled to receive the aid.

According to Caixa president Pedro Guimarães, next Tuesday, 3.5 million informal workers who are not registered and do not have a bank account will receive credit in a digital savings account, which will be opened by the bank.

These funds can be transferred, transferred to other banks, or used to pay bills, but cannot be withdrawn in cash immediately.

Caixa will also announce a schedule to gradually release these withdrawals later this month.

The government launched an application available for Android and iPhone for those who are not on CadÚnico to register and receive. The download is free and does not consume data from the cell phone package. Whoever has a prepaid phone can download the application even if they don’t have credits.

Who is entitled to help?

It is necessary to comply with some rules to be entitled to the benefit. They are:

  • Independent workers without formal employment, that is, without a formal contract;
  • In this case, they must be over 18 years of age and have their name in the Single Registry (CadÚnico), of the Ministry of Citizenship. They must have a monthly income of up to half a minimum wage (R $ 522.50) or a monthly family income of up to three wages (R $ 3,135). Aid will be paid to up to two people from the same family;
  • Intermittent workers, that is, those who work hours, days, or months for more than one employer;
  • They must also be of legal age and be registered in the National Registry of Social Information (CNIS) of Social Security, following the criteria of previous income;
  • According to the proposal, the aid can be paid to up to two people from the same family, with an income of up to three minimum wages, for three months;
  • Do not receive any other type of government benefit, except Bolsa Família
  • Female heads of household: they will earn two installments of the benefit, which will reach R $ 1,200. To qualify for emergency financial assistance, she must also follow the income criteria.

Debts: Five largest banks have received more than 2 million requests for debt renegotiation.

Freelancers

  • They must be of legal age and registered with Social Security as individual taxpayers and meet income requirements.
  • Individual microentrepreneurs (MEI), who are part of a differentiated tax regime. To receive the aid, you must meet the income criteria established in the project, in addition to being registered with Social Security as an individual taxpayer.
  • Other informal workers who are not registered with the government and do not contribute to Social Security. This group includes street vendors, day laborers, manicurists, hairdressers, and other occupations. In this case, you must make a self-declaration with Caixa Econômica Federal.

Beneficiaries of Bolsa Família

  • Whoever receives the Bolsa Família benefit will receive emergency assistance, if it is more advantageous. These people are already registered in the Single Registry and will not need to request a temporary exchange of the benefit. But it will not be possible to accumulate both.
  • Low-income disabled people who are in line at the INSS to receive the Continuous Payment Benefit (BPC)
  • Project allows early help to clear INSS queue

Who is not entitled to help?

  • Retirees and pensioners of the INSS: it will not be allowed to accumulate the aid with the retirement income. Retirees do not fall into the group most vulnerable to the crisis.
  • Workers who receive other types of social security benefits, such as sickness benefits, maternity pay, work injury benefits.
  • Unemployed people receiving unemployment insurance
  • Low Income Elderly and Disabled People Receiving Continuous Benefit (PCB)
  • Students and housewives who are part of the economically inactive population.
