According to the senator, who is also the rapporteur for the Proposed Amendment to the Constitution (PEC) of the Federative Pact, the government will not exceed the spending ceiling with the new program, whose budget will have approximately R $ 25 billion more than the Stock Market. Family.
“The value (of the benefit) will be less. It will be between R $ 200 and R $ 300 at this first moment. For that, we had to find a new budget solution. But we are not going to pierce the ceiling. In that discussion, an additional roof solution was considered. However, it was not ideal and the economic team found a solution ”, informed the senator.
Bittar also added that the amount can be adjusted periodically, according to the availability in the Federal Budget.
Program features
The rapporteur of the proposal affirmed that the Renda Cidadã program aims to offer financial support to millions of Brazilians starting in January 2021, once the emergency aid has ended.
According to the senator, the program is already receiving its final adjustments and the source of funds for the payment has already been defined. The Federal Government will use 2% of the net current income, with a fund of R $ 55 billion destined to the payment of court orders.
The amount remaining after this payment will be added to the amount reserved for Bolsa Família and up to 5% of the Fund for the Maintenance and Development of Basic Education and Appreciation of Education Professionals (Fundeb), totaling the amount destined to finance the new program .
President Jair Bolsonaro and other members of the government did not answer questions about Renda Cidadã during the press release, nor did they confirm the value of the social program fees.

In June, the economic team had announced the creation of another social program for the Bolsonaro government. Called Renda Brasil, the new program would unify the Bolsa Família, the salary allowance, the closed pension and the family salary and would be paid as of next year, once the payment of emergency aid has been completed.
The Ministry of Economy and the government even started discussions about the source of income for the payments. However, in September, the president scrapped the new program, stating that Bolsa Família will remain in place until 2022.
