The evaluation of the Brazilian high school improves, but still far from the goal – 09/15/2020

Despite improving in the Ideb (Basic Education Development Index) evaluation, the Brazilian baccalaureate did not reach the goal set for 2019, and is far from it.

The data, published today by the Inep (National Institute of Educational Studies and Research Anísio Teixeira), show that, compared to 2017, the high school Ideb in Brazil went from 3.8 to 4.2. —On a scale of zero to 10. The figure, however, is still far from the proposed Ideb for 2019 of 5.0.

The result includes both public and private schools. Until 2017, state technical schools did not participate in Ideb. The MEC did not clarify whether, in this edition of the indicator, these schools were included in the evaluation.

The larger the Ideb number —pmain indicator of the quality of basic education in the country—the better the result. Before hitting 3.8 in 2017, the Brazilian high school Ideb stagnated at 3.7 from 2011 to 2015.

Ideb consists of two types of data: passing rates, provided by the School Census, and student performance in Saeb (Basic Education Assessment System), which assesses knowledge in Portuguese and mathematics.

The indicator is published every two years and provides a quality picture of the initial (1st to 5th year) and final (6th to 9th year) of primary and secondary school.

State performance

Among the 27 federative units of the country, only Goiás reached the goal established for the state in the high school stage, considering public and private networks, which was 4.8. The value is also reached by Espírito Santo, whose goal was 5.3. The two states have the best secondary education performance in the country, according to Ideb.

In Saeb, Goiás and Espírito Santo showed an improvement in the performance of students in this stage of teaching, both in mathematics and in Portuguese.

Considering only the state network, responsible for more than 97% of secondary school enrollments in the Brazilian public system, Ideb’s result increased for the first time since 2015, reaching 3.9. The value, however, is also far from the target set for 2019 (4.6).

In the state public high school, only Pernambuco and Goiás reached the Ideb goal for 2019. In the former, the Ideb high school went from 4.0 in 2017 to 4.4 in 2019, only 0.1 point above the goal. set for the state.

In Goiás, there was a growth of 4.3 in 2017, to 4.7 in 2019 -0.3 points above the goal for that year for the state.

The performance of the private system in high school, which reached 6.0, is 2.1 points higher than that obtained by the state system. But the result did not reach the expected quality goals either, since the Ideb goal for 2019 for high school in private schools was 6.8.

In no state did the private network reach the goal set by Ideb for high school. The private network participates in the evaluation by adhesion.

Fundamental teaching

The situation is also worrying in the last years of primary school, a stage in which the country did not reach the quality goal expected by Ideb either. The indicator went from 4.7 in the previous edition to 4.9 in 2019, without reaching the 5.2 target.

Of the 27 units of the federation, only 7 states met the objectives established by Ideb for the last years of primary education: Amazonas, Piauí, Ceará, Pernambuco, Alagoas, Paraná and Goiás.

On the other hand, Santa Catarina and Mato Grosso decreased, from 5.2 to 5.1 and from 4.9 to 4.8, respectively.

As in previous editions, Brazil only managed to achieve Ideb’s goals in the first years of primary school.

For this stage of education, the goal for 2019 was 5.7 and the country reached 5.9. Despite this result, five states did not achieve their goals: Amapá, Rio de Janeiro, Rio Grande do Sul and the Federal District.
