The novelty is the launch for events, conventions and cultural activities. The flexibilization stage includes the obligation to control access and make an appointment; sale of tickets for cultural events at physical ticket offices, as long as sanitation and distance protocols are respected; lines and demarcated spaces, respecting the minimum distance and the adoption of general and specific sector protocols. The other activities that generate agglomeration are not yet allowed.

The municipalities have autonomy to make the established sectors more flexible, as long as they are in the yellow or green phase. The flexibility must be done by decree of the mayors of the cities according to their regional plans.
