The Federal Police carried out search and seizure orders against a deputy who appointed the new director of the National Department of Works against Droughts (Dnocs). In the second phase of Operation Outline, agents registered this functional Friday the functional department of Sebastião Oliveira (PL-PE), in Brasilia, and his residence in Recife (PE) (8).
Oliveira was transportation secretary for the Pernambuco government. In an approach with Centrão, President Jair Bolsonaro (without a party) handed the Dnocs over to the PP leader, Arthur Lira (AL), who, in turn, left Sebastião with the task of appointing the organ’s director.
The goal is to win votes in the mayoral campaign, which will take place in February 2021.
The deputy Sebastião Oliveira is from PL, but he also controls Avante in Pernambuco. He negotiated for Lira the support of Avante da Câmara to the Bolsonaro government.
DER servers were arrested
Today’s operation still arrested two servers from the Pernambuco Department of Highways and Highways (DER). According to a Federal Police statement, the objective is “to dismantle a criminal organization that practices the diversion of public resources destined for the requalification of BR-101, in the section of the Viário contour of the Recife Metropolitan Region.”

Bolsonaro wants to change PF in Pernambuco, Moro said
Bolsonaro has faced a crisis with the Federal Police since last year. The tension resulted in the departure of the then Minister of Justice Sergio Moro. He accuses the president of interfering in the PF. Bolsonaro denies it.
The former minister said the president would like to change the superintendencies of Rio de Janeiro, Pernambuco and other states.
Bolsonaro fired the then FP director, Maurício Valeixo, and after a few days, appointed Rolando Alexandre. He changed the command of Rio, but put a delegate there that the category considered reliable.
The operation involves 40 agents
The second phase of “Scheme” mobilizes about 40 policemen. They serve nine search warrants and two temporary arrest warrants, arrests that generally last five days. The actions take place in Brasilia, Recife, Paulista (PE) and Serra Talhada (PE).
The orders were given by the Federal Justice of Pernambuco. The Judiciary also ordered the confiscation of properties of those investigated in Recife and Gravatá (PE).

According to the Federal Police, the contract to requalify the BR-101 highway “exceeds R $ 190 million.” Most of the money is made up of transfers from the federal government to the DER of Pernambuco.
The audits of the Federal Court of Audit (TCU) and the state (TCE-PE) ensure that “the work was carried out with materials (especially asphalt) of low quality and short durability.”
The first phase of the Operation confiscated digital documents and files. The PF says the material showed evidence of embezzlement. There was, for example, the hiring of a shell company. “The economic evolution of the former DER-PE employees was incompatible with their wages,” added the police adviser.
