The Senate unanimously approved a bill today that guides the distribution of vaccines against covid-19. The text gives priority to the vaccination of the groups of people most vulnerable to the disease, in addition to establishing that the distribution of doses and the transfer of federal resources are based on technical criteria.
The exact parameters, however, will be the prerogatives of the technical bodies of the Executive Power. The rapporteur for the text, Senator Nelsinho Trad (PSD-MS), expresses in his opinion that, although the project does not introduce important changes in the legislation, it can give “greater transparency and more publicity to the process of selection of priority population groups for vaccination against covid-19, which is relevant and timely in the current scenario ”.
The project establishes that vaccination must cover, free of charge, “the entire Brazilian target population”, with priority to the most vulnerable groups and in accordance with the scientific parameters established in the regulations to be drawn up.
The text also establishes that the distribution of doses and the transfer of money are made based on information and demographic, epidemiological and health data, taking into account the opinion of the Tripartite Commission and the National Health Council. The rules will be detailed in future regulations. That information should be available online, he says.
Another issue addressed by the project is that the SUS (Unified Health System) will be prioritized in the acquisition and distribution of vaccines against covid-19, until the national vaccination coverage goals are reached.
The project does not mention a specific vaccine. Currently, four immunizations against covid-19 are being tested in Brazil. None have yet obtained the necessary registration from Anvisa (National Health Surveillance Agency) so that it can be made available to the population. The text is now being analyzed by the Chamber of Deputies.
The author of the project, Senator Alessandro Vieira (Cidadania-SE), says that it is reasonable to foresee internal competition for vaccines in Brazil, when one is available, and recalled that there were already disputes between the state and municipal governments at the time of the purchase of respirators at startup. of the pandemic.
The intention of the text is to avoid a possible shortage of vaccines in needy regions and the politicization of the distribution of immunizers, he explains.

The Minister of Health, Eduardo Pazuello, said yesterday that the draft of the operationalization of the vaccination against covid-19 is in the final stage of preparation and will be finalized when there are vaccines registered in Anvisa (National Health Surveillance Agency).
The priority groups to be vaccinated, in principle, are:
- Phase 1: health workers, people aged 75 or over, indigenous;
- Phase 2: people from 60 to 74 years old;
- Phase 3: people with comorbidities;
- Phase 4: teachers, security and rescue personnel, prison staff, prisoners.
The order or priority of the groups to be vaccinated can still change, according to the safety and efficacy of the vaccine to be applied.
