The capital of Paraná announced on Friday (12) the toughest set of measures in the fight against Covid-19 since the start of the pandemic. The new decree, signed by the mayor Rafael Greca (DEM), establishes a red flag in Curitiba, with restrictions for the operation of commerce, services and industry, considered nonessential, for nine days: from midnight on Friday (12) to Saturday (13), until midnight on Sunday (21), for Monday (22).

During the night, the mayor even called for closure measures. In practice, however, although stricter, the rules are more permissive compared to the blockade adopted in other countries.

What can work:

  • Supermarkets, grocery stores, greengrocers, beverage distributors and pet food stores, from 7 am to 6 pm, Monday through Saturday. Sundays only delivery and until 8:00 p.m.
  • Bakeries and bakeries, from 6 a.m. to 8 p.m., Monday to Saturday. On Sundays, from 7 a.m. to 6 p.m., it is forbidden to consume in the place every day of the week.
  • Call center and telemarketing services linked to essential services: from 9 in the morning onwards, and with up to 50% of its operational capacity
  • Pharmacy
  • Fuel station
  • Essential public services, such as urban cleaning
  • Delivery of restaurants and cafes, from 10 a.m. to 8 p.m., Monday to Friday.
  • Hotels, resorts, inns and hostels, every day of the week
  • Delivery of food establishments located in shopping centers, from Monday to Friday, from 10 a.m. to 8 p.m.
  • Other essential services

The following are prohibited:

  • pubs
  • Lounge service in restaurants and cafes
  • General commerce, including shopping malls and galleries
  • Meetings with a multitude of people, including events, celebrations, assemblies, social gatherings, family or corporate meetings, in spaces for public use, located on public or private property.
  • Parks, the practice of each and every one of the individual or collective activities is prohibited;
  • Spaces for the practice of individual and collective sports activities, located in squares and other public or private assets, extending the ban to social and sports clubs, condominiums and residential areas;
  • Consumption, in spaces for public or collective use, of alcoholic beverages.
  • Face-to-face classes in the private school system, at all levels

Essential activities that can function normally:

  1. health care, including medical, dental, physical therapy, laboratory, pharmaceutical, and hospital services;
  2. social assistance and assistance to the vulnerable population;
  3. public and private security activities, including surveillance, custody and custody of prisoners;
  4. national defense and civil defense activities;
  5. public and transit transport, including taxi services and individual and private pay passenger transport;
  6. telecommunications and internet;
  7. services related to information technology and data processing (data center), to support the essential activities provided for in this decree;
  8. generation, transmission and distribution of electric power, including the supply of supplies for the operation and maintenance of generating plants and power transmission and distribution systems, as well as the respective engineering works;
  9. production and distribution of hygiene, cleaning, food and building materials products;
  10. funeral services;
  11. custody, use and control of substances, materials and equipment with toxic, flammable, radioactive or high risk elements, defined by the Brazilian legal system, in compliance with the requirements of sanitary safety, metrology, environmental control and fire prevention;
  12. surveillance and sanitary and phytosanitary certifications;
  13. prevention, control and eradication of plant pests and animal diseases;
  14. inspection of food, products and derivatives of animal and vegetable origin;
  15. agricultural surveillance;
  16. air and land traffic control;
  17. payment, credit and withdrawal services and contributions provided by financial institutions;
  18. postal services;
  19. transportation, storage, delivery and logistics services for cargo of essential products;
  20. tax and customs inspection;
  21. distribution and transportation of cash to the population and maintenance of the technological infrastructure of the National Financial System and the Brazilian Payment System;
  22. environmental inspection;
  23. oil production, production, distribution and sale of fuels, biofuels, liquefied petroleum gas and other petroleum products, the operation of convenience stores in service stations is prohibited;
  24. monitoring of constructions and dams that may pose a risk to safety and containment works;
  25. study and analysis of geological data in order to guarantee collective security, in particular by warning of natural risks and floods and floods;
  26. capital markets and insurance;
  27. care for animals in captivity;
  28. medical-expert activities related to social security, included in article 194 of the Constitution;
  29. Medical-expert activities related to the characterization of the physical, mental, intellectual or sensory disability of people with disabilities, through the integration of multidisciplinary and interdisciplinary teams, with the purpose of recognizing the rights provided by law, especially in Federal Law No. 13.146 of July 6, 2015 – Statute of Persons with Disabilities; Y
  30. other medical-expert services in the career of Expert Physician indispensable to attend the urgent needs of the community;
  31. labor inspection;
  32. research, scientific, laboratory or similar activities related to the pandemic referred to in this decree;
  33. activities of judicial and extrajudicial representation, legal advice and consultancy carried out by public and private lawyers;
  34. lottery units;
  35. processing activities for unemployment insurance and other related benefits, through face-to-face or electronic assistance;
  36. production, distribution, marketing, maintenance, replacement, technical assistance, monitoring and inspection of infrastructure equipment, facilities, machinery and equipment in general, including elevators, escalators, refrigeration and air conditioning equipment for essential services and activities;
  37. activities of production, export, import and transport of inputs and chemical products, petrochemicals and plastics in general;
  38. activities whose production process cannot be interrupted under penalty of irreparable damage to facilities and equipment, such as the steelmaking process and the aluminum, ceramic and glass production lines;
  39. mining, processing, production, marketing, disposal and supply of mineral goods;
  40. Public service activities in bank branches, credit unions or similar establishments, related to government or private programs aimed at mitigating the economic consequences of the public health emergency addressed in Law No. 13,979, of 2020, without prejudice to the provisions of subsections XX and SG;
  41. production, transportation and distribution of natural gas;
  42. chemical and petrochemical industries of raw materials or sanitary, hygienic, food and beverage products;
  43. water collection, treatment and distribution;
  44. sewage and garbage capture and treatment;
  45. urban cleaning and public cleaning services;
  46. laundry services;
  47. cleaning services;
  48. public lighting;
  49. services related to the press, by all available means of communication and broadcasting, including broadcasting of sounds and images, the Internet, newspapers and magazines, and printing companies;
  50. production, storage, distribution, marketing and delivery, carried out in person or through electronic commerce, of health products, pharmaceuticals, opticians and stores specialized in the sale of medical, dental, orthopedic and hospital items;
  51. production, storage, distribution, commercialization and delivery, carried out in person or through electronic commerce, of sanitary and pharmaceutical products for animals, not including bathing, grooming and aesthetic services;
  52. food distribution center;
  53. veterinary assistance;
  54. bank clearing, credit and debit card networks, ATMs and other non-face-to-face services of financial institutions;
  55. capital markets and insurance;
  56. chartering for the transportation of employees of companies and industries, whose activity is authorized to operate;
  57. transportation of health professionals and garbage collection;
  58. agricultural services to maintain the supply of inputs and food necessary for the maintenance of animal life, the sale of flowers and ornamental plants is prohibited;
  59. industrial sector linked to the availability of the necessary inputs to the productive chain related to the operation of essential services and activities in the form of this decree;
  60. winch services, maintenance and repair of motor vehicles, sale of spare parts for motor vehicles and bicycles, including tire workshops and workshops, sale of general vehicles, buses, minibuses, tractors, tractors, pickup trucks, pickups, motorcycles, bicycles;
  61. technical assistance for household appliances, electronic products, mobile phones and smart phones and computer equipment;
  62. keychains;
  63. notary and registry services (notaries and notaries);
  64. employee and employer unions;
  65. public offices in general.
