This phase includes the Santos Dumont (RJ) and Congonhas (SP) airports, considered the jewels in the crown and which should be the most contested.

The model maintains the concession in blocks, to match an attractive complex with another of little interest, and includes terminals in the north, in Minas Gerais and in Mato Grosso do Sul, as well as Rio de Janeiro and So Paulo. Experts warned of the government rush and evaluated that the moment may not be conducive to studies, because demand in the sector is being suppressed due to the pandemic.

“Through the call, the interested parties must submit a request for authorization to the National Secretariat of Civil Aviation (SAC) of the Minfra in up to 60 days. Then publication of the authorization period, there will be a period of 180 days to present the studies to the Ministry, a period that may be extended by SAC. Projects, surveys, research and technical studies must include market studies, engineering and the like, environmental and economic-financial evaluation. Minfra will form a committee to evaluate and select proposals, ”the portfolio reported.

For the aviation lawyer Ricardo Fenelon, former director of the National Civil Aviation Agency (Anac), the start of the process is not surprising. “The government, from the beginning, made it clear that it had every intention of maintaining the airport concession project. It is important to note that this round includes one of the most important of the field, than Congonhas. Everything indicates that the government wants to carry out this seventh round as quickly as possible within the study schedule, ”he said, referring to the rites of passage through the Anac and the Union Court of Accounts (TCU).

In the opinion of lawyer Alberto Sogayar, the division of blocks was a smart way to distribute the best assets to generate more competition. “I believe in many interested, especially since it will be in 2022 and the economy could be without the effects of the pandemic. National and international operators must seek this competition, mainly Europeans ”, he observed.

Lawyer Caroline de Lima Rodrigues highlighted that, despite the impacts of covid-19 and the uncertainties about the speed of economic recovery, Minfra’s projects for new concessions are at an accelerated pace. “The project structuring model with the participation of the private sector makes it possible to incorporate, more effectively, the experience of market and the experience of different consulting firms specialized in the sector, contributing to the improvement of the concession modeling, based on the experience acquired in previous tenders. This will allow the construction of increasingly robust and attractive projects for investors, ”he said.
