THE Government of Minas Gerais admitted, this Thursday (01/28), that the conversations with the laboratory Chinese Sinopharm, intended for the production and testing of vaccines against COVID-19, ‘did not evolve as expected’. The State of Mines demonstrated that the pharmaceutical company had signed an initial agreement with the Executive for the production and clinical tests of the immunizers, which was shipwrecked after a diplomatic blunder.
Second text sent by State Department of Health, the company stopped providing information important information about the production process. “During the pandemic, the time for actions and negotiations should be as fast as possible, as long as it does not compromise security concerns. No access to these information and strategic data, it is not possible to close a deal ”, reads an excerpt.
The state executive also points out the lack of information on the initial stages of vaccine production. The memorandum of understanding signed by the parties – and obtained by the State of Mines – shows the principle of agreement for cooperation in clinical trials of the third phase of production, technology transfer and dose distribution.
The state government also claims to be open to negotiations with laboratories and points out that, for the adequate production of immunizers, in addition to technology transfer, it would be necessary to improve Funed’s work plan.
* The statement certainly leaves many questions unanswered, such as: “If the laboratory did not present the studies in phases 1 and 2, which would compromise security issues, why did the government continue with the talks? It is worth remembering that it was the Sinopharm , and not the state, which interrupted technical cooperation.
This and other questions were referred to the Executive.
Regarding the diplomatic misstep, the Secretary of State for Health, Carlos Eduardo Amaral, admitted to TV Globo that a meeting ended up being canceled due to the time zone. The report tried, throughout the afternoon, to interview the head of state health.

Regarding the negotiations that were carried out with the Sinopharm laboratory, the Department of Health of the State of Minas Gerais – SES / MG clarifies that:
– The Department of Health of the State of Minas Gerais – SES / MG has the principle of guaranteeing safety and attention to health issues in the debates on drugs, testing phases and eventual production of immunizers.
– During the pandemic, the time for actions and negotiations should be as fast as possible, as long as it does not compromise security issues. Without access to this information and strategic data, it is not possible to close a deal.
– Due to the absence of this information, including data from phases 1 and 2, the negotiations with Sinopharm did not proceed as expected.
– SES / MG also clarifies that it continues in negotiations with several laboratories for alliances in testing phases, in order to guarantee priority in the acquisition of vaccines, which would pass to the Ministry of Health.
– The eventual production of immunizers may be carried out by the Ezequiel Dias-FUNED Foundation, provided that there is technology transfer and adjustments in the Foundation’s plant. The current structure, different from the one in the Butantã Institute and the Oswaldo Cruz Foundation, does not allow the immediate production of immunizers against covid-19. Any production must also take into account access to inputs, which are currently lacking throughout the world.
– It is worth remembering that the coronavirus has mutations. Therefore, the debate over the production of vaccines against it does not end at this point.
– SES / MG and the Government of Mines are guaranteeing access to all miners who wish to be vaccinated against Covid-19. To date, more than 855 thousand doses have been received, which have been distributed to the municipalities of Minas Gerais, in the largest vaccination operation in the history of the State.
