The Deliberative Council of Santos approved, by majority, the opinion of the Electoral Commission for remote voting as an alternative to the presidential election scheduled for December 12. In this way, the voting will be hybrid: physical and digital.
Voting from a distance will be an option if the health authorities approve face-to-face amid the new coronavirus pandemic in Santos and São Paulo. Otherwise, the choice can be entirely digital.
The 36-page report obtained by Sports gazette It was signed by Fernando Reverend Vidal Akaoui (president), Roberto Diz Torres (coordinator) and Cassio Frederick Gonçalves Richter, Osvaldo Nico Gonçalves and Antonio Aguiar Teixeira.
Based on the nomination of the Transitional Commission of the Social Secretariat, the Electoral Commission defined 25 thousand members with conditions to vote in December.
Two companies will assist in the process: Infolog, to install and operate the virtual voting platform, worth 23 thousand reais. And Security Labs, to perform an audit on digital security, below 12 thousand reais. A total of R $ 35 thousand.

1) The face-to-face election is provided for in the Club Statute, evaluated from our perspective, conditions to obtain authorizations for the use of spaces, mainly open from other social clubs in Baixada Santista, to hold the event. Also assess the possibility and need for an extension during voting time, dividing the group of members by period (morning, afternoon and evening).
2) The virtual choice based on the technical information of the companies is absolutely feasible and safe. The investment to be made is considered compatible with the day-to-day expenses of the association. The Temporary Committee of the Social Secretariat seeks to resolve, together with the Board of Directors of the Deliberative Council, the solidification of the registry. However, it should be noted that the registration for a virtual election is the same as for a possible face-to-face election.
3) The virtual election is presented as an alternative and will appear as a Plan B, for this reason it is still presented for analysis and authorization of the Egregious Deliberative Council, to direct the contracting of companies in the manner set forth, as measures to leave the system concluded, tested audited and fed.
4) The Council will have the possibility of holding a virtual election in case of impossibility of being in person, counting on an effort by the board to create a username and password so that the member can enter the system and vote on the day of the election. . Provisions for contacting the greatest number of associates with information on the need to register a username and password. This campaign should be widely disseminated in the media, social networks and existing contacts in the membership registry.
5) Except in the event that, eventually, the Council denies authorization to carry out an alternative virtual election, if there is a prohibition of face-to-face elections by the health authorities, there is a risk of being subject to the extension of the term of the current president and vice president of the club, members of the Management Committee, board of directors, as well as elected members of the board, until events with a large number of people are published, such as the election in the club.
6) Virtual elections seem to be an inevitable path, not only for Santos, but also for any group or institution with a large number of voters. The legacy of the Deliberative Council and this Electoral Commission will continue to be the voting option and modality even if this practice is not necessary in December 2020.
