Sanction imposed on Bahía against Botafogo ignores the arbitration rule of the CBF

Bahía beat Botafogo 1-0, in the match valid for the 20th round of Brasileirão 2020. The only goal of the match was through a penalty converted by Rodriguinho, in the last minutes of the match. The move, however, was surrounded by controversy and the referee’s final decision ran away from what was stipulated in the CBF’s 2020-21 soccer rule book.

In the 49th minute of the second half, forward Gilberto, from Bahia, shot on goal. Marcelo Benevenuto, Botafogo defender, blocked the attempt inside the area: the ball hit him in the thigh before rebounding in his hand. Referee of the game, played inside Fonte Nova, Jefferson Ferreira de Moraes whistled the penalty on the spot. However, he was called by the VAR to review the measure. After three minutes, Jefferson de Moraes maintained his decision after seeing the images.

The offer is another that generates controversy. And according to this season’s Brazilian soccer refereeing rule book, available on the CBF’s official website, episodes like that of Marcelo Benevenuto, from Botafogo, do not constitute irregularities.

The explanation is in the chapter “Fouls and Misconceptions” of the rule book and it says that if the ball hits the player’s arm, just after hitting directly other parts of the player’s body, it does not constitute an irregularity. Other situations where the ball in the hand would not constitute an irregularity are listed below.

It will not be an offense if the ball touches the hand / arm

• Directly from the player’s head or body (including the foot);

• Directly from the head or body (including the foot) of another player who is nearby;

• If the hand / arm is close to the body without expanding the space due to an unnatural position;

• When a player falls and the hand / arm is between his body and the point

support on the ground, but not extended away from the body, laterally or vertically

With the result, Botafogo, who only accumulates more victories (3) than Goiás (2), last place of this Brasileirão, entered the relegation zone and is ranked 17.
