Kassio Marques distributed photos, emails and certificates to the press to accredit the doctorate and postdoctoral courses in Europe. In a note, she stated that there are no minimum requirements, other than law training, for the STF nomination.
“The presentation of a curriculum, therefore, is an act of good faith, which allows society to know the areas of interest and specialization of the public servant,” says the note.
As we showed above, the title “Postdoctoral in Constitutional Law from the University of Messina, Italy”, which is displayed in the Kassio curriculum on the TRF-1 website (see below), is an extension course, in the form of seminars, offered by the International Institute of Higher Education (IIES).
The note reports that Kassio did his postdoctoral studies in Messina between 2017 and 2018, when he was still doing his PhD at the University of Salamanca, completed in 2020.
“It is important to note that, in Europe, a post-doctorate is allowed while doing the doctorate. Certificates are only issued after the doctorate, ”says the note.
The study plan also includes a “postgraduate degree in Public Procurement” at the University of La Coruña, Spain. Kassio’s note said that the course “should not be confused with Brazilian graduate studies.”
“In Spain, a course after graduation is called ‘Postgraduate’. The maintenance of the Spanish expression in the curriculum has that purpose of distinction ”, he said.
“Nominations are applied based on your original requests. Thus, a postgraduate degree in Spain, for example, does not have the same academic meaning in Brazil. These considerations must be taken into account, ”the note states.
The staff also reported that, due to the pandemic, “the academic agenda and the processing of documents has been affected” and, therefore, dates have been postponed and the procedures take longer. Some official certificates of the courses have not yet been delivered.
