THE Citizen income, a cash transfer program that will replace the Family scholarship, faces difficulties in Resources catchment. Since it was announced, the proposal to create the Citizen’s Income has received several criticisms, especially regarding the use of money that must be paid by court order, which led to an understanding of “default” by the federal government.
In opposition to the creation of the program, critics say that the use of Fundeb money will be a way to “circumvent” the spending ceiling, a rule established to limit spending on public money.

In a statement to the press, the senator stated that the purpose of the new program is to serve millions of Brazilians who, as of January, in order to emergency aid payment, they will have nothing to survive.

Even so, the senator reported that, among the latest adjustments to the measure, the source of income that will pay for the new program was also chosen. According to Bittar, 2% of the net current income, which has a fund of R $ 55 billion for the payment of court orders, will go to the Federal Government.
After payment, the remaining 2% of the resource will be added to the amounts already available for the Bolsa Família program and up to 5% of the fund of the new Fundeb (Fund for the Maintenance and Development of Basic Education and Valuation of Professionals of Education) to fund the new program. The proposal will be presented in an Emergency PEC.
