Renta Ciudadana: Bolsonaro announces new program to replace Bolsa Família

The Federal Government officially announced the creation of the Citizen income program. The new benefit was announced by President Jair Bolsonaro, accompanied by ministers, congressional leaders and Senator Márcio Bittar (MDB-AC).

In a statement to the press, the senator stated that the purpose of the new program is to serve millions of Brazilians who, as of January, in order to emergency aid payment, they will have nothing to survive.

Even so, the senator reported that, among the latest adjustments to the measure, the source of income that will pay for the new program was also chosen. According to Bittar, 2% of current net income, which has a fund of R $ 55 billion for the payment of court orders, will go to the Federal Government.

After payment, the remaining 2% of the resource will be added to the amounts already available for the Bolsa Família program and up to 5% of the fund of the new Fundeb (Fund for the Maintenance and Development of Basic Education and Valuation of Professionals of Education) to fund the new program. The proposal will be presented in an Emergency PEC.

In the press release, the president and the other politicians did not answer questions and did not announce the amount to be paid under the new program.

Márcio Bittar affirmed that the government has been looking for a way to finance Citizen Income and that the task “was not easy.” To be effective, the proposal must be approved by the National Congress.

“There is always some part that will hurt someone, who has to get money for that, but the final solution is given today by consensus. Brazil has R $ 55 billion in the budget to pay the precaution, and we will use it, it will be in the report that I present this week, the limit of 2% of net current income, which is more or less what it says and municipalities ” said the senator.

In June, the Minister of Economy, Paulo Guedes, announced a new government project, Renda Brasil. The program would be created with the unification of several social programs and would come into force after the new coronavirus pandemic. Since then, the economic team and the Planalto Palace discussed the possible source of funds to finance the new social program.
