The proposal to end all tax exemptions for a six-month revaluation was presented at the conciliation meeting between the mayor, Rodrigo Maia (DEM-RJ), and the Minister of Economy, Paulo Guedes, on Monday night. On Friday, Maia went further and defended cuts “in muscle” to adjust public accounts.
The proposal was presented by Senate Renan Calheiros (MDB-AL), who suggested that, after six months, the exemptions that make sense be instituted again. Calheiros was one of the organizers of the dinner at the home of the Minister of the Court of Accounts (TCU), Bruno Dantas.
The cut of exemptions has been discussed for many years by the economic area, but it faces political difficulties to move forward. Now, the issue returns to the debate in the discussions of fiscal adjustment to guarantee the Citizen Income.
The end of tax exemptions does not open space in the expenditure ceiling (the rule that prevents the growth of expenses above inflation), but allows the compensation required by the Fiscal Responsibility Law (LRF) in the creation of expenses permanent.

At the reconciliation dinner, Maia sought a friendly tone and highlighted points of convergence with Guedes. As he had already done at breakfast with President Jair Bolsonaro, Maia also defended the spending ceiling and said that “just cutting fat” will not be enough to get the Citizen Rent out of the newspaper. As reported by one of those present, the mayor defended that it will be necessary to “cut the muscle” and had the support of the other guests.
Even during the meeting, Maia apologized to Guedes, raising the white flag after public disagreements and having stated that the economy minister was “unbalanced.” At that moment, the mayor was applauded by those present.
In addition to Maia, the Minister of Economy himself, as well as the President of the Senate, Davi Alcolumbre (DEM-AP), and Senator Renan Calheiros (MDB-AL), also spoke during the event.
