A General data protection law (LGPD) began to be effective in the country with deadlines emergency help. The law covers the aid, since it has been paid digitally by Caixa Econômica Federal (CEF).
Until then, beneficiaries had to move the aid money within three months after it was credited to Caixa’s digital social savings account. If it did not move, the value returned to the public coffers.
Now, with the text approved by the LGPD, the deadline to move the money from emergency aid has been increased to 180 days, that is, six months. The term was extended by the deputy Damião Feliciano (PTB-BA), rapporteur of the Provisional Measure (MP) of the data law in the Chamber.
In addition, according to the LGPD text, Caixa Econômica Federal and Banco do Brasil must transfer emergency aid resources to workers’ accounts. If the beneficiary does not have a savings account in their name, the text of the law allows the automatic opening of a digital social savings account to receive the program’s resource.
Finally, the law also dispenses with bidding for the hiring of these two banks to operationalize the payment of emergency benefits, which must be done within a maximum period of ten days from the sending of the information by the Ministry of Economy.
The schedule from the 6th to the 9th delivery of the R $ 300 emergency aid (R $ 1,200 in total) was officially announced. According to the statement:
- Digital savings deposits end on December 29;
- Withdrawals and transfers will run until January 27, 2021.
As published in the decree, the Ministry confirms that not all Brazilians will receive the four extra installments of R $ 300. The sooner the beneficiary starts receiving aid, the more fees he or she will receive at the end of the year.

How many installments will I receive?
The total amount of fees to which the citizen will be entitled will depend on when she began to receive the aid. The maximum is nine installments, the first five of R $ 600 and the last four of R $ 300.
- Who received the first delivery in April: 9 pitches
- Who received the first delivery in May: 8 installments
- Who received the first delivery in June: 7 installments
- Who received the first delivery in July: 6 installments
- Who received the last installment of R $ 600 in August: you will receive 4 installments of R $ 300 in September, October, November and December;
- Who received the last installment of R $ 600 in September: you will receive 3 installments of R $ 300 in October, November and December;
- Who received the last installment of R $ 600 in October: you will receive 2 installments of R $ 300 in the months of November and December;
- Who received the last installment of R $ 600 in November: you will receive only 1 payment of R $ 300, in December.
According to the Government, those who opposed through a digital platform between July 20 and August 25, and are considered eligible, will receive a total of 4 installments of R $ 600, starting from Cycle 3.
Thus, these people will not be entitled to any part of the so-called residual emergency aid, of R $ 300.
Women heads of households are entitled to two quotas:
- the first five installments are R $ 1,200,
- the last four installments are R $ 600.
Cycles
The Government maintained the form of payment by cycles. To do this, the dates have been reorganized.
All beneficiaries receive a new fee (either R $ 600 or R $ 300), depending on the month of the beneficiary’s birthday.
Caixa has already completed cycle 2, which has not changed. As of Cycle 3, which was modified, the beneficiaries who began to receive in April will have the deposit of the 6th installment, already with the amount reduced to R $ 300.
The cycles are not valid for those registered in Bolsa Família.

The R $ 300 grant has stricter rules
Among the requirements maintained, there is a minimum age of 18 years, except for teenage mothers. The income requirement continues: the person entitled to assistance is entitled to a per capita income of up to half the minimum wage or a total family income of up to three minimum wages.
However, there is a new criterion on income tax. In the first aid law, Brazilians who received more than R $ 28,559.70 in taxable income in 2018 were excluded. The value remains as a criterion for the new installments, but now the declaration on taxable income for 2019 is considered.
In 2019, those who received exempt, non-taxable or taxable income exceeding R $ 40 thousand will not be able to receive the aid.
Brazilians who were placed on the income statement for that year as dependents as spouse, partner in which the taxpayer has a son, son or stepchild under 21 or under 24 enrolled in higher education are also excluded. or secondary technical education.
Nor those who, as of December 31, 2019, have possession or ownership of goods or rights worth more than R $ 300 thousand. Brazilians residing abroad and prisoners in a closed regime cannot receive aid of R $ 300 either.
Whoever found a formal job, with a work contract, will not be able to receive the new quotas, as well as whoever received any security or social assistance benefit. Women heads of households will receive two installments, that is, R $ 600 per installment. However, the female head of the household will be the only one in the family to receive assistance.

- Those who started a formal job, with a formal contract, while receiving emergency aid of R $ 600;
- Who receives social security or assistance benefits, unemployment insurance, or government cash transfer program The exception is Bolsa Família;
- Who has a monthly per capita family income above half the minimum wage, that is, R $ 522.50, and a total monthly family income above three minimum wages, that is, R $ 3,135;
- Those who declared, in the base year of 2019, taxable income higher than R $ 28,559.70;
- That they had possession or ownership of goods or rights worth more than R $ 300 thousand as of December 31, 2019;
- Those who received exempt, non-taxable or taxed income exclusively at source with an amount greater than R $ 40 thousand in 2019;
- Who was included in 2019 as a dependent of the taxpayer with one of the three previous points. as a spouse, partner, child or stepchild under 21 or under 24 enrolled in a place of higher education or secondary technical education;
- Who lives abroad;
- Who is imprisoned in a closed regime;
- Who has an indication of death in the government databases.
