The corporation said that it learned about the images on Tuesday (17), when it identified and preemptively removed the PMs who participated in the action that resulted in the beating of the child.

The PM investigation already knows that the attacked child was with another young man on a motorcycle, when the two were approached by the three policemen on Rua Cata Preta de Santo André. The motorcycle where the friends were would have been seized and taken by a crane to a yard where irregular vehicles are found. The documents that are with Internal Affairs still report that the occupants of the motorcycle were not qualified to drive.

In the opinion of the lawyer Ariel de Castro Alves, member of the State Council for the Defense of the Rights of the Human Person (Condepe) and of the Tortura Never Mais Group, the images show “explicit torture” by the police against the young man.

“The victim looks like a teenager. He apologizes and yet he was cowardly and cruelly beaten,” Ariel said. “These are scandalous scenes of torture practiced by the two deputies. The child is subjected to intense physical and mental suffering, through the extreme violence of the police.”

On Wednesday (18), the Military Police Command identified and dismissed three police officers suspected of assaulting a child, on November 14, in the municipality of Santo André. The case came to light through a video, which we made public in the name of institutional transparency. The images show two policemen assaulting and beating a child, violating the Prime Minister’s standard operating procedures, as well as the values ​​and principles of the Institution.

The video caught the attention of the Command on Tuesday (17) and, after analyzing the content, the place was identified on the Estrada Cata Preta, in the municipality of Santo André. Immediately, the Commander of the 10th Battalion (10th BPM / M) instituted the competent IPM (military police investigation), which is the legal instrument to investigate crimes of this nature, and requested the support of the PM of Corregedoria.

From the images and the location, a team of three police officers who were working on the date of the events were identified, although the images show two involved. The physical characteristics of two of the police officers on the team match those of those involved in the unfortunate episode.

The person responsible for recording the video was identified and listened to, as a witness, but claims not to know the victim of the attacks, who has not yet been identified. The alleged police officers are removed from operational service. The work of Internal Affairs, at the moment, consists precisely in locating the child that appears in the images.

The Military Police reaffirms its commitment to the citizen, protecting people, fighting crime and applying the law, being relentless in the face of certain deviations of conduct.
