How the scheme worked
According to the complainants, the Petrobras employees responsible for the negotiations for the purchase and sale of bunker and marine diesel received undue advantages to favor fuel companies. The purchase was intended to supply ships to the service of Petrobras in foreign ports.
Commissions were generated from the conclusion of business operations and executives made payments to public servants with the assistance of a financial operator. To do this, they entered into fictitious contracts for the generation of cash resources.
One of the former employees of the state company, according to the investigations, was responsible for the negotiations of the marine fuels that they supplied in the port of Singapore.
