The Federal Police requested the inclusion of the drug trafficker André Oliveira Macedo, André do Rap, considered one of the heads of the PCC, a faction that works inside and outside the prisons, on Interpol’s wanted list. The Federal Police consider that the trafficker fled Brazil.

André do Rap disappeared after being released on Saturday (10), with the authorization of the Justice. Until Monday night (12), the name of the drug trafficker was not on the list of the most wanted by the São Paulo Civil Police or the Ministry of Justice and Public Security.

The trafficker spent 388 days in prison, 4% of the total sentence of 25 years in prison that was imposed in two convictions. (Read below).

André left the Presidente Venceslau Penitentiary, in the interior of São Paulo, on Saturday morning, after having a habeas corpus granted by the Minister of the Federal Supreme Court (STF) Marco Aurélio Mello. Hours later, the president of the STF, Luiz Fux, suspended the decision and ordered his return to prison. Prosecutors and prosecutors said they had already requested the maintenance of the prison.

Police Chief Fabio Lopes, head of the operation that arrested André do Rap in 2019, and prosecutor Lincoln Gakiya, also responsible for the case, say it will be very difficult to get the drug trafficker arrested again.

“It is not impossible, but it will be difficult,” says Lincoln Gakiya, prosecutor for the Special Action Group for the Suppression of Organized Crime (Gaeco).

The São Paulo Public Ministry believes that after leaving the prison in the interior of São Paulo, the trafficker traveled to Maringá, in Paraná, and embarked for Paraguay.

Since Saturday afternoon, the police have been conducting a task force to find André do Rap. The police allege that he could not follow in André do Rap’s footsteps because when he left prison he was a free man, but because, being a dangerous criminal, the intelligence services monitored his movement from a distance and the trafficker used a plane private to escape from Brazil. The police also suspect that he is in Paraguay or Bolivia.

“For us it was a cold shower, because he has two convictions in the second instance. He was sentenced to 15 years in one and ten in another, already in second instance. It uses several ghost companies, so to capture it again, we will have a great difficulty. It is the cocaine wholesaler in the country, ”says Fabio Pinheiro Lopes, delegate and director of the Department of Homicides and Personal Protection (DHPP).

“We got in touch with the Paraná Police, also with the Federal Police, from the moment the minister revoked the decision. [Luiz] Fux. But sadly, to date, this defendant has not been found. He’s probably even out of the country already. The information is that he had a private jet available to take him from Maringá out of the country ”, said Gakiya.

In a note sent on Sunday morning (11), the Secretary of Public Security (SSP) stated that police officers from the State Department of Criminal Investigations (DEIC), Homicides and Protection of Persons (DHPP) and Special Police Operations (DOPE) are trying to find the dealer.

The civil police of Paraná, Santa Catarina and São Paulo have been searching for the drug trafficker since he was once again considered a fugitive from justice.

André do Rap was arrested in September 2019, in an operation carried out by the São Paulo Civil Police in a luxury condominium in Angra dos Reis, on the coast of Rio de Janeiro, and is being investigated for managing the shipment of large packages of cocaine to Europe. He even lived abroad. Before that, he had been in prison for 7 years, until 2014.

He was wanted by Interpol and the operation had a team of 23 police officers from Garra, the Robbery and Robbery Execution Group, Gope, the Special Penitentiary Operations Group and the Anti-Kidnapping Division.

André do Rap was found in a luxury condominium in the Itanema neighborhood, which is located on the banks of BR-101 (Rodovia Rio-Santos).

Two helicopters were seized at the residence, one of them a B 4, valued at approximately R $ 7 million, and a 60-foot speedboat, valued at R $ 6 million. The house was rented, but he had a mansion in the city, outside a condominium.

Speedboat helped find it

The launch was one of the elements that helped the police locate it in 2019. Investigators found that a front company bought the boat and the person responsible was someone who did not have enough income to pay the values.

“She is on behalf of an entrepreneur who has a CG bike [um dos modelos mais básicos de moto]. How is it that a guy who has a CG bicycle owns a R $ 6 million motorboat? We believe that he used these oranges to launder his money, ”said Fábio Pinheiros Lopes, delegate of the Antissequestro Division, at the time.

André do Rap owned a site investigated by the State Criminal Investigations Department (Deic) in Bertioga.

According to Deic, he replaced Wagner Ferreira, “Cabelo Duro”, who was killed outside a hotel in the Tatuapé neighborhood, Zona Este, shortly after the deaths of Gegê do Mangue and Paca, in Ceará. According to the police, until 2018, Santos traffic was commanded by Gegê do Mangue.

André was already known to the police and spent seven and a half years in prison, until he was released in 2008.
