The National Association of Federal Police Delegates (ADPF) sent this Sunday (26) a public letter to President Jair Bolsonaro, in which the entity requests financial autonomy for the PF and the establishment of a mandate for the institution’s director general .
The association also requests that Bolsonaro publicly commit himself saying that the new CEO will have “full autonomy” to form a team, with no obligation to transmit information to the federal government and open or intervene in investigations in accordance with political interests.
According to the entity, the adoption of the measures will contribute to the “dissipation of doubts” about Bolsonaro’s intentions in relation to the Federal Police.
The interference with the PF command caused the resignation of former Justice Minister Sergio Moro last Friday (24). After a year and four months, Moro left the wallet and said that President Jair Bolsonaro was trying to interfere politically with the PF, a body linked to the Ministry of Justice.
On Friday, Moro showed TV Globo a replay of a conversation he had with Bolsonaro, in which the president suggested an exchange at the helm of the PF due to investigations involving allies of the chief executive.
After Moro resigned from the Ministry of Justice, the Minister of the Federal Supreme Court (STF) Alexandre de Moraes determined that the Federal Police should keep delegates investigating a possible illegal plan for the dissemination of false news and financing of undemocratic agendas.
In addition to Bolsonaro’s public commitment, the association asks Bolsonaro to urgently send a bill to the National Congress to establish a mandate for the director general and that the election be made through a list previously presented by the group of delegates to the President of the Republic, with the performance on Saturday.
This proposed law should provide a guarantee of autonomy for the FP general director, who may nominate and dismiss the holders of internal FP positions.
“Such measures will build a less tense institutional environment and will certainly constitute a legacy of his government to Brazil, contributing to the dissipation of doubts about his intentions in relation to the Federal Police,” says the association.
In the letter, the entity says that there is no legal provision for personal, general and daily communications to the President of the Republic. Last Friday, Bolsonaro said he wanted Moro to provide daily reports on FP activities in order to “be able to make a good decision about the future of this nation.”
Here are other excerpts from the letter ADPF sent to Bolsonaro:
- “Although the premise that the legislation reserved the appointment of the Director General of the Federal Police to the President of the Republic is absolutely true, it is a pillar of the democratic rule of law that the statesman limit himself to electing the institution’s commander, always seeking the most technically, morally and psychologically prepared delegate for the job. “
- “On the investigation related to the attack [facada] against his excellence. The investigation received the full attention of the PF and continued as a priority because it was a crime against national security and democracy itself. Comparison with other crimes. [caso Marielle Franco] it is unfair to the body, as each investigation has its own specific characteristics and difficulties. “
- “The context created by the exoneration of the PF command and the resignation of Minister Sérgio Moro will impose an enormous challenge on the next Director: to demonstrate that he was not appointed to fulfill a political mission within the agency. Therefore, there is a risk of facing a constant instability in its management. The last PF commander who took over the body in a similar context had a very short management period. “
According to G1 columnist Cristiana Lôbo, Bolsonaro has already chosen Alexandre Ramagem as the new general director of the PF instead of Maurício Valeixo, who was appointed by Moro.
In the Federal Police since 2005, Ramage led Jair Bolsonaro’s security team in the 2018 election campaign and has since become a close friend of the President’s family.
On New Year’s Eve 2019, the PF delegate was photographed together with Carlos Bolsonaro, the president’s son, during the celebration.
In 2019, Ramage was an advisor to the Government Secretariat and, in July, he was chosen by Bolsonaro to be director of the Brazilian Intelligence Agency (Abin).
