The Secretary of State for Education of Rio de Janeiro, Pedro Fernandes, was arrested on Friday (11) in the second phase of Operation Catarata, which investigates alleged deviations in the social assistance contracts of the state government and the Rio City Council.

There is an arrest warrant for the former federal deputy Cristiane Brazil, daughter of the former federal deputy Robert Jefferson (which is not the objective of the operation).

Cristiane was Secretary of Healthy Aging for the city of Rio de Janeiro and was even appointed Minister of Labor in the Temer government, but her mandate was suspended by the Federal Supreme Court (STF).

In a first stage, in July 2019, the Civil Police of RJ and the Public Ministry of Rio de Janeiro (MPRJ) arrested seven people suspected of defrauding tenders of Leon XIII State Foundation, of which Fernandes was president.

With the deepening of the investigations in León XIII, the working group affirms that the scheme included organs of the Rio City Council, headed by Cristiane Brasil – the Municipal Secretary for Healthy Aging and Quality of Life It’s in Municipal Secretariat for the Protection of Persons with Disabilities.

The investigated contracts, signed between 2013 and 2018, cost almost R $ 120 million to the public coffers. The MPRJ states that undue advantages were charged on the contracted services, which ranged from 5% to 25% of the agreed value.

Justice accepts complaint

In addition to issuing five arrest warrants and six search and seizure warrants, the Court accepted the MPRJ’s complaint and charged 25 people.

The first phase of the Cataract was aimed at the Novo Olhar social assistance project, which offered ophthalmological consultations and the distribution of glasses for the low-income population.

The State Comptroller General’s Office (CGE) detected the occurrence of fraud in four electronic auctions between 2015 and 2018, at the Leão XIII State Foundation. The MPRJ claims that the bids were fraudulently won by Servlog-Rio.

The MPRJ and the Civil Police claim to have found fraud in several other social projects not only in León XIII, but also in the Municipal Secretariat for Healthy Aging and Quality of Life in Rio and in the Municipal Secretariat for the Protection of People with Disabilities in Rio .

Other affected programs, according to the complaint, were Qualimóvel and Social Agent.
