Pazuello estimates receiving up to 28 million doses of vaccines this month

The Minister of Health, Eduardo Pazuello, said today (8) that he expects to have, this month, 25 million to 28 million doses delivered to the states to comply with the National Immunization Plan (PNI). Pazuello presented the budget after a meeting at the Oswaldo Cruz Foundation, which was attended by the Governor of Piauí, Wellington Dias, and representatives from Fiocruz and Itamaraty.

Other governors participated in the meeting by videoconference, as well as the president of Fiocruz, Nísia Trindade, who is in quarantine for having had contact with a person diagnosed with covid-19.

According to Pazuello, the objective of the meeting was to discuss with Fiocruz all the demands related to the AstraZeneca / Oxford vaccine. He cited the immunizers produced with an active pharmaceutical ingredient (IFA) imported from China, the ready doses from the Serum laboratory in India, the production of the national IFA with assimilation of the technology in the contract with the pharmaceutical company and also the ready vaccine. imported from a Korean laboratory, through the Covax Facility consortium, formed by several countries for the development of immunizers.

At the meeting, the production line was monitored to clearly see a weekly delivery schedule, and what could be anticipated was also discussed, with the participation of the Governors’ Forum, the federal government, Fiocruz and the National Congress. “With actions with the WHO [Organização Mundial da Saúde], together with other governments and laboratories so that we can accelerate all phases and bring the vaccine, as soon as possible, to complement the other vaccines that we are delivering weekly, ”said the minister.

Pazuello noted that, on Monday, the ministry is receiving 2.5 million doses from the Butantan Institute, which will be distributed to the states during the week. The minister said he still has a delivery from the AstraZeneca / Oxford vaccine Fiocruz. “Our forecast is that Anvisa and Fiocruz will adjust the processes this week, so that from next week, or at the latest next week, we will also have deliveries from Fiocruz, added weekly with those from Butantan.”

The minister reported that he had already contacted Governor Wellington Dias and that they concluded that it was necessary to go to Fiocruz to personally discuss the issue of vaccines. According to Dias, who is a representative of the National Governors Forum, this was important to define the vaccine delivery schedule for March and have a signal of what is expected from April.

According to the governor, the meeting also explained the difficulty caused by the lack of shipment of AstraZeneca doses, which would come from India. According to Dias, the justification of the government of India is that, there, the situation worsened before the population. For the governor, this changed the calendar drawn up by the states.

A contract with the Ministry of Health, through Fiocruz, was expected to deliver an amount of IFA that would allow the production of 15 million doses in January, which did not happen. Pazuello said that AstraZeneca then decided to supply Brazil with 12 million ready doses of the vaccine that would come from the Indian laboratory, but noted that Serum has been delaying delivery. “So far, only 4 million have arrived and 8 million are still missing.”

Pressures

The minister stressed that in today’s meeting it was agreed that political, diplomatic and even personal pressure should be exerted on AstraZeneca so that the pharmaceutical company covers the delivery of the 8 million doses that are missing in the Serums laboratory. “At this time, India, as a country, made the process more difficult because it banned exports. The countries are varying their diplomatic and commercial positions because the section is really unstable, ”he said.

For the minister, this is the reason for seeking national vaccine production to advance the National Immunization Program. “If we don’t have production like the one we have today in Butantan and Fiocruz, we won’t be able to mass vaccinate in our country.”

Wellington Dias recalled that there was breach of the contract for the delivery of the Serum laboratory and that, under diplomatic pressure, emphasis will be placed on the moment of the pandemic crisis in Brazil. “Brazil is experiencing a special moment. As the World Health Organization itself says, it is the epicenter of the pandemic in the world, and even with the risk of many variants spreading. This is the argument that we want to address to guarantee compliance conditions ”, he observed.

Dias reported that at today’s meeting, Fiocruz was asked, in agreement with Anvisa, to expand production capacity from 250,000 to 300,000 daily doses. “In this first phase, the good news is that it is expanding. As of April, it is possible to reach up to 1 million doses per day or 30 million per month, which is great news. We appealed here, given the seriousness [da situação] Brazil, given the seriousness [do número] deaths and hospitalizations, to be able to count on this expansion ”.

“Just as we are happy to receive 2.5 million doses of Butantan, which will be delivered to all of Brazil on Wednesday and Thursday, it is also important to have weekly deliveries of CoronaVac Butantan and AstraZeneca, national production and production of a ready vaccine from other countries”, added the governor.

Dias stressed that the governors are willing to go for the purchase of vaccines if the understandings of the Ministry of Health do not advance, but stressed that everything would be under the coordination of the portfolio. “If not, we are ready to buy. We want, and it is important that the country coordinates the ministry, even so that we have a national delivery schedule ”.

Still in the diplomatic area, the governor of Piauí said that Brazil will try to release some 10 million doses of AstraZeneca that were produced in the United States. “What we know is that there are ready-to-use vaccines and as AstraZeneca is not being used in the United States, we can, with this Brazilian situation, stop coming to Brazil,” said Dias. According to him, the United States also adopted a ban on the export of immunizers.
