Pacheco and Lira list 5 priority economic proposals and sign a commitment to combat the pandemic

SAO PAULO – Two days after being elected, the new presidents of the Federal Senate, Rodrigo Pacheco (DEM-MG), and of the Chamber of Deputies, Arthur Lira (PP-AL), signed, this Wednesday (3), a statement Joint commitment of the National Congress with initiatives to face the new coronavirus pandemic and the search for a greater supply of vaccines against the disease in the country.

The document lists the commitments made by the commanders of the two legislative chambers:

1) “Lead, together with the instances, with the Leaders’ Associations, with the benches, taking into account proportionalities, channels and rites, legal ways to make access to vaccines more agile for Brazilians, always guaranteeing scientific rigor, product quality and safety for our citizens. Develop legal processes to expedite this vaccine licensing process. The two Houses will talk with specialists to evaluate how to make Brazil more suitable to have access to the greatest number of vaccines, good vaccines, which have already been internationally certified and make them available to all Brazilians. “

2) “Ensure, as a priority, that all resources for the acquisition of vaccines are at the disposal of the Executive Power and that there is no lack of means so that the entire population can be vaccinated as soon as possible; and that the budget to vote guarantees that each Brazilian will have the assurance that their tax money will be available for their vaccination.

3) “The Federal Senate and the Chamber of Deputies state that they will work together, harmoniously and collaboratively on all issues that can facilitate and help Brazilians overcome the pandemic drama, including, above all, the analysis of fiscal possibilities for, spending ceiling, evaluate alternatives to provide financial security through emergency aid for those Brazilians who face misery due to the lack of opportunities caused by the economic paralysis caused by the pandemic ”.

4) “The Federal Senate and the Chamber of Deputies are committed to the country, to civil society, to trade unions, to the labor forces, to the market, to the productive forces, to discuss agendas for the reactivation of economic activity and be open to dialogue with the Executive Power, with the economic team and with all those who want to contribute so that Brazil can resume, as soon as possible, a minimum standard of production and generation of wealth ”.

During the ceremony, the elected representatives sought to agree with the advancement of proposals considered as priorities by the economic team of the federal government. In his speech, Pacheco mentioned five proposals in process in the two legislative chambers: 1) tax reform; 2) administrative reform; 3) Emergency PEC; 4) PEC Funds; 5) PEC of the Federative Pact.

“It is now the beginning of a joint trip by the Chamber of Deputies and the Federal Senate to present effective solutions to the problems of Brazil,” said the senator.

There are two Proposals for Amendment to the Constitution (PEC) that address the ongoing tax reform in parliament: PEC 45/2019, written by Deputy Baleia Rossi (MDB-SP); and PEC 110/2019, signed by Senator Davi Alcolumbre (DEM-AP). The two are being discussed in a joint committee. The objective, according to Pacheco, is to align a final version with the rapporteurs of the respective proposals.

Another proposal on the subject is PL 3,887 / 2020, sent by the federal government last year. The text deals only with the unification of federal taxes and was not mentioned by the new president of the Senate.

On the administrative reform side, the idea is that the issue begins to be discussed in the Chamber of Deputies, in the format of PEC 32/2020, presented in September of last year. The other agendas begin to be discussed in the Federal Senate.

“At the moment, the focus is on joining forces to combat the largest pandemic in 100 years, the search for legislative alternatives for the vaccine and the consequent affirmation of the commitments in the agendas that will unlock the economy and benefit companies, the creation of employment and favoring those who need it most ”, said Lira.
