New substitute for Bolsa Família proposes poverty reduction plan

In order to provide immediate emergency assistance, representatives of the Federal Senate prepared a bill that proposes the reformulation of social programs, including Bolsa Família. Called the Social Responsibility Law (LRS), the measure provides for the execution of actions that stimulate the fall in the poverty rate in the next three years.

In addition, the idea also establishes an extra amount of resources linked to the Budget to be used in income transfer actions to the neediest families, in promoting the relief of financial problems and stimulating the economic emancipation of those assisted.

According to the author of the project, Senator Tasso Jereissati (PSDB-CE), the issue of income distribution through the programs needs urgency, since there will be no other form of transfer once the aid has ended. “We finished the year without solving the problem of the emergency,” Jereissati said.

Presented to the government leader in the Senate, Fernando Bezerra (MDB-PE), and to the vice president of the Chamber, Antônio Anastasia (PSD-MG), the proposal was well accepted, according to the senator. From now on, the expectation is that the choice of the rapporteur to start work will be made as soon as possible.

“It is a law that has the possibility of advancing and technically very well done by qualified specialists,” declared the vice president of the Chamber, Antônio Anastasia.

What does the Bolsa Família substitute propose?

In general, the proposal foresees the launch of three social benefits that will replace Bolsa Família, namely:

  • Minimum Income Benefit (BRM), with an average value of R $ 230;
  • Saving More Education, paying R $ 20 per student regularly enrolled in the school system. The expectation is that the student will have received at the end of the baccalaureate the total amount of R $ 3,253;
  • Family Savings Program, in the creation of a “FGTS” for low-income workers, with monthly deposits in the amount of R $ 39, linked to up to R $ 15 of the total declared income. The idea is to benefit those who earn up to R $ 780 per month.

The project has a budget of R $ 46 billion, defined according to the spending ceiling rule. The estimated distribution includes R $ 36.6 billion for BRM, R $ 6.7 billion for Family Insurance and approximately R $ 2.7 billion for the Mais Educação program.

In addition to these measures, the bill sent to the Senate also provides for changes in relation to salary allocation, including an additional R $ 4 billion, in addition to allocating R $ 2.7 billion in resources from the Social Fund Pre-salt for Social assistance projects.
