An additional expense of around R $ 5 billion can be made for reformulation of the Bolsa Família program. The proposal aims to reward a total of 1.8 million children for their school and sports performance, in addition to attending kindergarten.
The source of funds to reformulate the program will come from the additional budget of the program for 2021. It turns out that the budget went from R $ 29.5 billion to R $ 34.8 billion for next year, according to the budget proposal sent to Congress National.
The project, with the aim of promoting merit, proposes to contemplate the winners of the Mathematics Olympiad and students who excel in Science and Technology and in sporting events, for example. According to experts in the field, in this case, the prize is estimated at R $ 1,000.
The project
The Bolsa Família project has already been sent to the Ministry of Citizenship in the Planalto Palace. Now, President Jair Bolsonaro and the economic team await a definition. Minister Onyx Lorenzoni expects the proposal to be announced by the government shortly after the second round of the municipal elections.
In addition to the migration of the program to a modern and digital platform, one of the main changes is to expand the coverage approach, which will be from early childhood to emancipation, with the unification of all social policies.
The project foresees, in addition to the minimum income of approximately R $ 200, an aid of no less than R $ 52 for needy families with children up to five years old and a childcare subsidy of approximately R $ 200 for mothers who obtain a market location of work.
The new rules will allow those registered in the program who lose their job to return automatically, without having to go to the end of the queue, as is currently the case. The Ministry of Citizenship said that people are afraid of losing the benefit and end up depending on the government.
Another novelty is the use of artificial intelligence to mediate between beneficiaries of working age and companies with vacancies to offer. The program may also include free qualification courses at vocational schools and public universities.
According to Onyx, the World Bank pointed out the need to adapt the program, creating conditions for the beneficiaries to have an exit door. The minister revealed that the changes will not require new resources.
Financing of Bolsa Família in 2021
The government received a loan of US $ 1 billion from the World Bank and that amount should finance Bolsa Família as of 2021, when the Budget once again has strict rules to contain public debt.
Due to the coronavirus pandemic, Congress authorized a series of extraordinary expenses until the end of this year, within the so-called war budget. However, this measure should not be renewed for next year. Therefore, the need to cut spending to expand Bolsa Família persists.
