Still coming stated that 11 of the R $ 33 million used in the case of “phantom respirators” were blocked. Watch the interview:
Where did the fraud take place?
Fernando Comin: Throughout the investigation, we came up with strong indications, from the falsification of documents, to this front company that did not have the qualification for this team, an absolutely false company to carry out the business, there was a corporate nucleus that , through pressure groups, the company used to achieve health status. With the participation of public agents, obtaining benefits was facilitated. Obtaining R $ 30 million without any type of guarantee, this money transferred from the public coffers to the company’s accounts was quickly dissipated to other accounts. We were able to block more than R $ 11 million in third party accounts. These funds had passed through Veigamed’s account and then were in third party accounts, they are currently secured in court accounts.
We will continue to search and investigate other important elements. Including property crimes that result from these resources for other accounts and the money laundering behind it all.
Was there any apprehension?
Fernando Comin: Cell phones, computers, and documents were seized and are being evaluated by police officers and justice agencies working together. We will promote other investigative measures and other measures. We are going to take other measures so that up to the present moment, with the start of phase one of the operation, which ended with the search and seizure of materials, from now on, future steps will remain confidential as we need to deepen some lines of investigation.
Was there an information leak? Is there evidence that it is something bigger that reaches the secretariats of other states?
Fernando Comin: There was absolutely no leakage of confidential information. What happened was speculation fueled by testimonies from those involved. This is beyond the control of any organ. Regarding the size of this criminal organization and the possible existence of tentacles in other states, we cannot reveal for now, this is part of the investigations. What we can say is that fraud has been identified in the purchasing processes in 11 states of the federation. Our challenge is whether there was a connection.
These organizations are working on the fragility of the purchasing process in a period of pandemic, with the relaxation of some rules. 200 shortages of scarcity in the international market is something that can matter in the commitment of many lives.
Is the State still waiting for the delivery of the equipment or can it recover the amount?
Fernando Comin: The first batch of equipment should have been delivered on April 7. Who is the company? The company communicates through a consultancy, but no individual appears. Who is speaking on behalf of the company? What has been found so far is that the company does not publicly show its corporate composition.
There is a strong suspicion that the equipment that has been contracted will not be delivered. We know the R $ 33 million status for one type of equipment and the company wants to deliver another type of equipment. They [Veigamed] They promised to deliver the first batch on the 7th, more than 30 days have passed and that first batch has not arrived. So why such an exacerbated value of this equipment in relation to what is practiced in the national market?
The Office of the Prosecutor will continue to promote investigations, seeking to hold the persons responsible for this criminal act accountable and, of course, if any equipment is delivered, we will seek seizure to reduce losses.
Is it the MPSC’s responsibility to speak to the Governor? Have you heard of that?
Fernando Comin: To date, there is no indication that the governor is involved. We understand the political repercussions that this promotes at that time. The MP is responsible for carrying out technical, impartial and non-partisan work. In this sense, both the attorney general, president of the Court of Accounts, the teams that are in the front line have full autonomy. It is clear that the investigations will continue.
If respirators are provided, will the investigation continue?
Fernando Comin: Yes, it continues because we have to find out if the devices will be suitable for the purpose of the state. How much was paid? Which company is bringing respirators from China? Is there contraband? How will tax matters be transferred to Veigamed?
The first batch should arrive this Tuesday
Through a press office, Veigamed spoke on Monday, saying the first batch of 50 respirators was shipped this morning to China’s Guangzhou airport, bound for Brazil.
A video sent by the company’s notice shows the time when the devices are transported to the aircraft. See:
