The businessman Rafael Alves, who is appointed by the Rio de Janeiro Public Ministry as the operator of the supposed scheme known as the “Bribery Headquarters”, interceded with Mayor Marcelo Crivella so that a house belonging to Senator Romário in Rio would not be demolished.

According to technical opinion, part of the property located in Barra da Tijuca, Zona Oeste, was built in an irregular area. The information was published by the newspaper O Globo. For this reason, the Municipal Secretary of Urbanism defended the demolition of the building. According to prosecutors, Alves personally interceded with Crivella and prevented the demolition.

Prosecutors found that on March 15, 2018, Alves sent messages to Crivella on the matter: The businessman’s device had been seized that same month. Also in March, a report from the Urban Planning Department had recommended demolition.
“Now I knew that Romário’s house would be demolished tomorrow. If you can try to hold on to that. He called me here and he was our partner. It would destroy his life. He said he wants to go there and fix whatever it takes. And that ends these silly fights and indifference. We are good people”Alves said, in a message.
In a minute, Crivella replied:
“Sure, friend. Give me the address.”.
The businessman gives the location of the house.
The mayor responds: “OK“.
Three hours later, in a message sent to the money changer Sérgio Mizrahy, Alves says:
“They were going to demolish Romário’s house. I did not do it. They asked me for help and I decided with the mayor“.
One day after the exchange of messages between Alves and Crivella, the newspaper “O Globo” published a document endorsing the demolition, making it clear that the authorization for the demolition had already been published in the Official Gazette.
According to the report, “part of the building destined for construction is not legal, considering that it is being carried out outside the limit of the plot in question, in a public area destined for retirement, in which case its dismantling or demolition is planned (.. .), by usurpation or invasion of public property “.
That same day, Alves sent a message to an interlocutor asking if Romário “was calm” and “had been happy.”
The man says yes: “You ran your business.”
The next day, the same person informed Alves about a report from “Globo” that revealed the authorization for the demolition.
