Moisés officializes education as an essential service in Santa Catarina

Governor Carlos Moisés da Silva partially vetoed PL 182/2020, which provided for the return of face-to-face education activities regardless of the risk matrix indicated by the state government. In the veto message, signed on Tuesday 8, the governor attributed education as an essential activity during the Covid-19 pandemic, which guarantees openness, but prohibited the paragraph that guaranteed face-to-face classes against any risk of coronavirus.

The same paragraph provided that the dissemination of face-to-face education should not take into account technical criteria. The article was also prohibited.

Despite the vetoes, the state government reported that face-to-face education may return to activities starting this Wednesday, the 9th, with the exception of the state network, which only returns in 2021.

Moses vetoed another part of the text, which guaranteed that classes would run without interruptions or suspensions in the future. The goal is to allow the state government to establish more restrictions in the coming months, if necessary.

In the office, Moisés affirms that the two banned items “are plagued by formal unconstitutionality due to lack of initiative, since it is the responsibility of the Chief Executive to provide, by decree, public services and essential activities.”

The text stipulates that face-to-face education will be carried out with at least 30% capacity and parents will have the option of sending their children to school or not. The decision was the subject of a demonstration in Blumenau less than a month ago.
