BRASILIA – The anticipation of the retirement of Minister Celso de Mello, who announced on Friday that he will leave the Federal Supreme Court (STF) on October 13, accelerated the debate in the government about the name that President Jair Bolsonaro will nominate for the vague. The best valued today is the Minister of the General Secretariat of the Presidency, Jorge Oliveira. The initial forecast was that the dean would leave office on November 1, when he will turn 75.

According to Bolsonaro’s allies, Jorge Oliveira’s name regained strength, mainly because of the trust between the two, who have known each other for more than 20 years. The minister is the son of Jorge Francisco, Bolsonaro’s former chief of staff in the Chamber. The portfolio that Oliveira occupies is a kind of “prefecture of the Presidency”, and also accumulates the Subchefia for Legal Affairs (SAJ), in charge of the analysis of the projects, decrees, rules and regulations signed by the president.
In Planalto, it is even suggested that Admiral Flávio Rocha, currently in the Secretariat of Strategic Affairs, could take over the ministry, while the current chief of staff of the president, Pedro Cesar Nunes Ferreira Marques de Sousa, would remain in the SAJ. The president’s allies, however, point out that Oliveira often expresses resistance to being Bolsonaro’s first nominee, preferring to reach court at a later time. The defenders of Oliveira’s name, however, try to convince him, arguing that the government today has a favorable scenario in the Senate.
Bolsonaro has been telling his allies that he will keep his name a secret until he is appointed to avoid frying. With the anticipation of the retirement of Celso de Mello, the appointment is expected to take place shortly after the departure of the minister, and the possibility of leaving the post vacant until 2021 loses steam, due to the tight schedule in the Senate after the municipal elections . The nominee will be heard by the Constitution and Justice Commission (CCJ) and must be approved in plenary to be confirmed in the STF.
