The mayor, Rodrigo Maia, denied this Monday (2) that the paralysis of votes in the Chamber harms his mandate and affirmed that “the government explodes” if the agenda does not move again.
The dispute for the presidency of the Mixed Budget Commission (CMO), claimed by Centrão, the proximity of the municipal elections and the anticipation of discussions on succession in command in the Chamber have impeded the progress of things.
There are less than eight weeks until the official start of the congressmen’s vacation, as of December 23. In addition to the short time, the municipal election empties the National Congress in this period because the parliamentarians are dedicated to the campaign in the states of origin.
Natuza: ‘The war begins in the Chamber of Deputies’
“I saw notes the other day that it was not to let go of the House agenda, to empty my presidency. It is emptying the government. And who will explode if the House agenda does not move is not my mandate [à frente da Câmara], which ends on February 1. The government explodes, ”Maia said during a virtual interview with the daily“ Valor Econômico ”.
Maia said blocking the agenda does not empty his presidency but hurts the country, and that unblocking the votes is a matter of necessity. He also recalled that some provisional measures may lose their validity if they are not voted on in the coming weeks.
“The one who is disorganized by these obstacles of the Chamber, more slowly in the decision of the Emergency PEC, is the government itself. Who will pay this bill is Brazil. Undoubtedly. The country pays this bill, record unemployment, “he said.
Regarding the impasse in relation to the CMO, Maia stressed that there was already an agreement for his ally, Elmar Nascimento (DEM-BA), to take charge of the collegiate. The president said that “it created a crisis for nothing” and “lost energy unnecessarily” with an episode.
He said he suggested an agreement, according to which Nascimento would take over the CMO and Flávia Arruda (PL-DF), Centrão’s name for the commission, would remain as rapporteur for the 2021 Budget.
“We walked towards the precipice, and we all walked towards this together, all over Brazil. And we are fighting for something that does not even exist, which is the public budget, “he said.
Maia once again said that he will not put to a vote the extension of the constitutional amendment to the War, which relaxed the fiscal rules for public spending due to the new coronavirus pandemic.
He also ruled out extending the state of public calamity. For Maia, this could lead to a “deep economic and social crisis” in the country.
“Neither of these two issues will be discussed in the House until February 1,” Maia said, referring to the end of his term as head of the House. “The government will forget it. Those who dream of the solution of the road on the roof, take advantage of February 2 or 3 with the new mayor, “said Maia.
Despite showing signs that he does not intend to contest a new term in front of the House and deny that he will guide an amendment vote that allows re-election to the position, Maia said that it is “a right” for the Federal Supreme Court (STF) to decide on this. possibility. .
The PTB filed a lawsuit in the Supreme Court in August to try to avoid the possibility of reelection to the presidency of the House and the Senate.
“The House is not going to vote on a constitutional amendment or a rule change. I do not know what the STF’s decision will be, it is another Power and I have no opinion on whether or not the Supreme Court will judge the PTB’s request. And, if you judge, it is the right of the Supreme to make your decision, ”he said.
Maia says there is no possibility of extending the state of calamity
The mayor said he was “more concerned today than in July” about what the country will be like after the pandemic. He justified his concern by noting that “inflation is spiraling out of control” and the country is experiencing record unemployment, in addition to vagueness about the 2020 budget.
- Unemployment in Brazil reaches a record 14.4% in the quarter ended in August, says IBGE
- IPCA-15: progress in official inflation accelerates to 0.94% in October, the largest increase of the month in 25 years
Maia also noted that “the interest rate has already risen significantly in the long term” due to the delicate situation of public accounts and the delay in advancing the reform agenda.
According to Maia, the Budget remains “unknown”, because the government has not proposed anything so far. He took the opportunity to defend the Minister of Economy, Paulo Guedes, who would be the only one within the government to preach respect for the spending ceiling.
“The public budget for next year is an unknown for everyone, because we do not know what the government wants and will propose. In some way, Minister Paulo Guedes is almost alone, isolated in the defense within the government of the need to find ways respecting the current rules of the game, starting with the spending ceiling, “said Maia.
Vaccination against Covid-19
Maia once again defended that the Executive and Legislative powers reach an agreement on the form of vaccination of the population, so that the Judicial Power does not have to decide on the case.
The mayor said he respected President Jair Bolsonaro’s position on the issue. Bolsonaro is against mandatory vaccination.
Maia cited solutions from other countries on the issue, by which restrictions were imposed on those who did not want to be immunized against any disease.
“There are some ways in which you cannot enforce, but you can restrict access to some public facilities,” the mayor said.
“It is important that all Brazilians have access to the vaccine at any time. Those who do not want to be vaccinated, of course, there must be some restriction, but this must be built in parliament together with the Executive ”, he said.
