The president of the Chamber of Deputies, Arthur Lira (PP-AL), said that the second wave of the new coronavirus pandemic in Brazil “was predictable” and defended the positions of the President of the Republic, Jair Bolsonaro (without a party). , regarding coping with the virus. For him, both the Executive and the National Congress took initiatives to contain the economic and social difficulties caused by covid-19.
“We are in a second wave that had advance warnings from Manaus, it always begins there, the first [onda] and in some capitals, and we were there at the end of the year with New Years, Carnival, Christmas, many people traveling through Brazil and it was foreseeable that these things would happen ”, he affirmed.
In defense of the government’s measures to mitigate the damage of the pandemic, the deputy said that “all fiscal ceilings have been authorized and disrespected” for the transfer of “resources captained by the federal government.” The testimony was made during a debate of the group of jurists Prerogatives.
Questioned by Bolsonaro’s “lack of management”, Lira said that “all sectors, municipalities and states” received transfers from the government, also highlighting the creation of emergency aid. “Only one person is not going to save Brazil,” he said.
On the occasion, he opposed the establishment of the CPI in Congress, which investigates the mismanagement of the Executive in relation to the pandemic.
“There is no use now for someone to do political proselytizing, political haggling over IPCs, this is not the time. Later on we will know who was wrong, who was right, who did it correctly,” he said. “We have to have serenity to overcome this second moment that will come with vaccines, I have no doubt about that, and we will have to have serenity at that time to focus our energies in a way,” he defended.
The race for vaccines in Brazil
In defense of Bolsonaro’s attitudes, Lira said that “neither congressmen, deputies and senators, nor the Executive, have the recipe for the virus. To avoid pressure on the government, the president said that only vaccines can stop the advance of the pandemic in the country.
“We have to appreciate – the government, the deputies, the senators, the executive government, organized civil society, they are vaccines,” he said. However, citing Congressional initiatives to approve Provisional Measures in favor of vaccines, he avoided commenting on the opportunities in which Bolsonaro advised against the immunization of Covid-19 in Brazil.
Lira also cited, during a debate, the recent friction between Anvisa (National Sanitary Surveillance Agency) and Congress for the approval of the MP to facilitate the entry of the Russian Sputnik V vaccine in Brazil. At the beginning of the month, Anvisa threatened to appeal to the STF (Supreme Federal Court) for the text that requires the vaccination of immunizations without the Agency’s endorsement.
“Unfortunately, some events happened that hindered the previous week, unnecessarily, without motivation and hindered the agenda, took unnecessary time,” he noted.
Regarding the purchase of inputs by banking institutions, Lira said that he met with businessmen and “all” made themselves available to the government. He also said that he personally met Bolsonaro, who also agreed with the action. However, he fears that due to the “bureaucracies of Brazil” embezzlement scandals similar to those that occurred with respirators will be repeated and, therefore, he prefers to test the vaccines on the public road, first.
In the debate, he said that he scheduled meetings with governors on the closure measures and new meetings with Anvisa management.
