A decision of Judge Antônio Itamar de Souza Gonzaga, in civil service, redirected the 1st Court of Public Finance to public civil action of the Public Ministry of Amazonas (MP-AM) that asks the Amazon Government and the Manaus City Council to determine a total blockade: confinement, in English, for a period of 10 days. In public civil action, the MP-AM recommends that the mayor of Manaus, Arthur Neto, and Governor Wilson Lima issue decrees that expand the restrictive measures to combat Covid-19.

The MP requests that, within a 24-hour period, the Government of Amazonas and the City of Manaus adopt measures such as: closure of establishments that carry out non-essential activities; prohibition of access to public spaces for leisure and events; limit the movement of people and vehicles on the streets; compulsory use of masks; regulation of a maximum capacity for essential services; and restriction of the movement of people and vehicles on the roads and in river transport, except for the essential services itinerary.

The document also advises the authorities to establish fines for those who violate the determinations and asks the public authorities to refrain from making the isolation measures more flexible.

In case of non-compliance, the MP establishes a daily fine of R $ 100,000 to the City Council and the State Government, in addition to an individual fine of R $ 10,000 to the mayor of Manaus, Arthur Neto, and to Governor Wilson Lima.
