On Monday (19), the court ordered the blocking of R $ 29.4 million in assets by the governor of São Paulo, João Doria (PSDB), in a process in which the politician is charged with suspicion of administrative irregularity in the moment he was mayor of the city of São Paulo. Doria was accused in 2018 by the Public Ministry of impropriety due to an alleged irregular advertising carried out by the City Council’s “Asfalto Novo” program. According to prosecutors, the irregularities caused a loss of R $ 29 million to the public coffers.

According to the MP, it would have caused damage to the public coffers by supposedly authorizing expenses not foreseen by the law and violating the principle of impersonality, which establishes that the administration cannot be confused with the personal figure of administrators.

Submitted by prosecutor Nelson Sampaio de Andrade, from the Public Ministry, the action claims that Doria used public funds in publicity events for the recap program with the sole purpose of promoting himself.

Upon receiving the MP’s complaint, Judge Randolfo Ferraz de Campos said that “As well as the official publicity of the government program, this was the personal promotion of the corréu João Dória privately, notably on the Internet (social networks), to do it indirectly, not explicitly, association in the form of a complement to one another ”.

The magistrate, however, denied having received the impropriety action against the media company contracted by the government to publicize the program and its association with Doria’s image.

In August 2020, Doria had already been ordered to pay R $ 600 thousand in another lawsuit that responded for impropriety related to the period in which he administered the City of São Paulo. the deputy accused him of using the slogan “Accelera, São Paulo” for personal promotion.

The Asfalto Novo program began in November 2017 and its objective was to invest approximately R $ 350 million for the remapping of priority roads in all Regional Municipalities.

Of the R $ 350 million, R $ 210 million would come from the Fines Fund, R $ 100 million from the Municipal Treasury and R $ 40 million invested by SPTrans, in the latter case with a focus on bus corridors.
